About the Position: Position located at Mission & Installation Contracting Command, Enterprise & Installation Operations, Contract Management Division, Ft. Belvoir, Virginia. The Mission & Installation Contracting Command supports installation and garrison operations on Fort Belvoir and other installations in the National Capital Region. Responsibilities Review procurement actions for complex equipment and services to assure completeness. Respond to inquiries, including formal protests and Congressional inquiries from interested parties. Formulate the contracting approach to be taken that will best satisfy the requirement in compliance with socioeconomic programs. Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports, making periodic visits to work sites, detecting and correcting labor standard violations. Utilize a contracting database to input contract requirements, clauses and specifications onto appropriate automated documents and forms. Take appropriate action to expedite delivery or performance when required by changes in mission requirements, defective specifications, or changes in local conditions. Basic Requirement for a Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: QUALIFICATIONS FOR THE GS-12: pecialized Experience: One year of specialized experience which includes: 1) Performing pre-award and/or post-award procurements to successfully complete project requirements; 2) Performing contract management functions, such as contract formation, solicitation, negotiations, preparation of cost/price analysis, contract administration/or termination and close-out to ensure meeting regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12 only), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
