Summary About the Position: Serves as a procurement analyst providing analysis and evaluation of contracting matters. Interprets, initiates, develops, and recommends contracting policies, procedures, and guidance across joint components. The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. Responsibilities Represents National Guard Bureau in meetings/conferences with high-level civilian, military, and/or contractor officials in the accomplishment and coordination of acquisition programs. Represents the organization as the program's contractual authority at conferences and meetings. Directs preparation of solicitation documents, pre-proposal conferences, proposal evaluation, negotiation, and competitive range determination. Guides junior contract specialists, participating as needed in requirements analyses and articulating clearly during government solicitations. Negotiates settlements with contractors and closes out assigned contracts, ensuring that all unliquidated obligations are removed from the contract. Determines negotiation strategy to ensure attainment of negotiation goals and to arrive at an agreement determined to be in the best interests of the government in both technical and cost areas. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the next lower grade NH-03 or equivalency which includes: 1) Evaluating procedures and/or processes to ensure successful program oversight; 2) Conducting research and/or identifying solutions on how to execute challenging contracting actions; 3) Performs pre-award and post-award functions for procurements involving supplies and services of various contract types; and 4) Providing guidance on procedures and/or regulations to meet program and life cycle requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 . Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
