CONTRACT SPECIALIST
Summary You will serve as a CONTRACT SPECIALIST in the PROCUREMENT/CONTRACTING DIVISION (N00FM3), FINANCIAL MANAGEMENT OFFICE - COMPTROLLER (N00FM) of NCTAMSLANT NORVA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will be responsible for the pre-award and/or post-award functions for a variety of supply and telecommunications service contracts. You will be responsible for a variety of contracts that require different specialized terms and conditions, sometimes requiring the generation of unique language specific to a procurement action. You will be responsible for cradle to grave Simplified Acquisition Procurement actions, including solicitation, award and closeout actions. You will issue delivery orders and task orders against contracts issued by other agencies. You will perform detailed analysis of bids or proposals received. You will perform trade-off analysis in complex best value source selections, considering multiple factors such as price, technical, and past performance. You will determine prices to be fair and reasonable utilizing a broad range of cost and price analysis tools. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience managing a full range of contract administration actions required for acquisition programs, such as market research, issuance of solicitations, awards, modifications and exercise of options. -Experience analyzing and investigating difficult contracting issues and identifying alternate courses of actions, terminations or similar matters. -Experience applying contracting standards of work (SOW) and performance work statements (PWS), justifications for other than full and open competition, independent government cost estimates (IGCEs) and related documentation to determine accuracy and relevance of information. -Experience utilizing Federal Supply Schedules, GSA and commercial catalogs, Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, current accounting guides or similar supplier source databases. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-1102-12. Exceptions: Employees in GS (or equivalent) 1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. As an Acquisition Workforce (AWF) member, incumbent must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
