Responsibilities You will serve as a Contract Specialist in the Submarine Division, Contracts Department, Office of the Supervisor of Shipbuilding, Newport News, Virginia (SUPSHIPNN). You will be responsible for performing pre-award and post-award contract functions and for overall administration of all facets of assigned contracts. You will provide advice in the development of requirements, specifications, and statements of work to ensure that the Government contracts for required services and supplies are in the most cost effective and efficient manner. You will receive and administer new contract awards, modifications, and administrative changes. You will prepare and disseminate timely reports to customers regarding contract status, compliance issues, modifications, change negotiation, and funds status. You will receive and review contractor proposals and price quotes, and analyze proposals for conformance with the solicitation or statement of work. You will prepare the Government’s negotiation position and when necessary, establish a negotiation team to include technical, legal, and audit personnel. You will interpret contract clauses and provisions for customers (Government and contractor) and provide appropriate advice and guidance. You will review justification for sole source and other required clearances and prepare necessary documentation. You will keep abreast of regulations and guides (e.g., FAR, DFARS, NAVSEA Contracts Handbook (NCH)). Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contract specialist leading contracting functions (e.g., pre-award and post-award processes, cost/price analysis, negotiations, solicitations, and contractor performance) to ensure compliance with established contract terms and requirements to support construction or modernization of surface ships or submarines. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement. Additional Information This announcement uses the Direct Hire Authority (DHA) for Certain Personnel of DoD to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
