Summary Who May Apply: United States Citizens. Please Note: THIS IS NOT A REMOTE POSITION. Responsibilities Develop procurement packages for various acquisition needs that vary in complexity. Procures and administers a variety of contracts which frequently require special quality assurance provisions or other specialized terms and conditions. Serves as the principal contact for the contract and represents the agency in conferences with industry, state, and local governments pertaining to the procurement. Incumbent analyzes proposals for conformance with the solicitation; performs cost or price analysis, including review of cost breakdowns to determine reasonableness. Coordinates the establishment of a technical evaluation committee to determine acceptability of technical proposals; obtains required pre-award surveys to establish contractor responsibility. Obtains audits and pricing reports to develop negotiation strategy. Develops and maintains systems to evaluate and monitor contractual performance related to such areas as delivery, cost, and amount of progress or advance payments, effective use of government furnished property, scheduling and usage of facilities. Plans and conducts post-award conferences to ensure compliance with, and full understanding of contractual requirements and to preclude unauthorized changes or alterations in contract provisions. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature. This announcement will be used to fill positions with an entry grade of GS-07, GS-09, GS-11 and GS-12 with a target grade of GS-12. Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees. Attach a copy of the highest DAWIA certification in contracting which you currently hold. In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 for a GS-07, GS-07 for a GS-09, and GS-09 for a GS-11 and GS-11 for a GS-12 ) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience for each grade level is described as follows: To be hired at the GS-7 entry grade level, applicants must minimally have: Assisting with activities related to the award and administration of contracts for goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures. To be hired at the GS-09 entry grade level, applicants must minimally have: Utilizing contracting principles and procedures for pre- and post-award activities to award and administer contracts for a variety of specialized equipment. To be hired at the GS-11 entry grade level, applicants must minimally have: Independently performing duties involved with the award and administration of contracts. To be hired at the GS-12 entry grade level, applicants must minimally have: Broad knowledge and skill in contracting principles and procedures for pre- and post-award activities to award and administer contracts for a variety of specialized equipment and services. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education GS-07 Substitution of Education for Experience: One full year of graduate level education, Law School or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. GS-09 Substitution of Education for Experience: Master's degree or equivalent graduate degree or Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level. This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location. For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference. To ensure that consistent credit is given for these credentials in the selection process DFAS has developed standard selection criteria to be used when filling positions in professional and administrative series. Selections for professional and administrative positions will be based on four categories of selection criteria: Experience, Other, Education, and Certifications. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
