About the Position: This is a developmental Contract Specialist position responsible for a full range of contracting functions located in Fort Sam Houston, TX. Position starts at the GS-11 level with non-competitive promotion potential to the full performance GS-12 after requirements are successfully met & management recommendation. Responsibilities Perform pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award, administration, and close out. Provide guidance in the development of the statement of work and data requirements. Provide guidance for acquisition planning functions for specific requirements coordinating with customers, legal and contracting personnel. Formulate the contracting approach to be taken that will best satisfy the requirement in compliance with socioeconomic programs. Interpret contract provisions for contractors and agency officials to negotiate contract modifications. Respond to inquiries to include formal protests and Congressional inquiries from interested parties. Basic Education Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. (Transcripts must be submitted) -OR- Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1.) Evaluating purchase requests to ensure appropriate funding; 2.) Reviewing contracts for accuracy in accordance with policy and law; AND 3.) Monitoring contractor performance to ensure they are in compliance with project requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracting, purchasing, economics or organization and management..
