This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain of Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Contract Specialist GS-1102-11/12 developmental position with the Mission Installation Contracting Command. Responsibilities Monitors contractors' performance for compliance with terms and conditions of contracts. Exchanges information and discusses issues with representatives of private firms, industry organizations and other agency offices. Negotiates prices, terms, and condition, and prepare price negotiation memoranda. Develops sources by stimulating interest in competing or locating new sources of supply. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for GS-11 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Executing pre-award and post-award procurement functions for supply services and construction contracts; 2) Reviewing contracts for accuracy and compliance to policy and law; 3) Monitoring contractor performance to ensure compliance with the performance work statement (PWS), and/or specification description. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.. (Copy of transcripts must be attached). To qualify for GS-12 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Executing contract price negotiation and/or terms and conditions on behalf of the organization; 2) Executing pre award and post-award acquisitions to procure complex commodities, services, and/or construction; and 3) Preparing documentation to execute and obligate contract actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) In addition to the specialized experience the following Basic Education requirements must be met: A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.) OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
