KBR is seeking an acquisitions specialist to support contracts /and related business processes throughout all stages of the contract management and procurement lifecycle. As a specialist, you will provide advice, recommendations, and document preparation support to multiple disciplined office in all areas of the acquisition pre- and post-award contract phase.
This is a contingent position based upon contract award.
Responsibilities:
Conduct market research and market surveys
Draft acquisition documents including but not limited to acquisition plans, acquisition strategies, Statement of Objectives (SOO), Statements of Works (SOWs), Quality Assurance Plans, Requests for Proposals (RFPs), and other miscellaneous pre-award documentation
Compose the Contracts Bidders’ Library for acquisitions
Participation in source selection activities as an advisor
Review contract award documentation and provide contract acquisition support
Provide contractual domain expertise in implementation, execution, and administration for all aspects of contract management
Provide contract modification and delivery/task order support
Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and policies
Review contract data requirement lists (CDRLs), Statement of Works (SOWs) and other critical contract documentation
Prepare complex request for proposals (RFPs)
Draft feedback and provide recommendations on milestone reviews, such as Program Management Reviews (PMRs) and Business Management Reviews (BMRs)
Champion financial management activities such as collecting, running, and analyzing contract performance metrics and invoices
Execute financial analysis of budgets and schedules to meet contractual/project requirements
Make recommendations regarding office submissions for budget exercises and IPBS, CBJB, and CJB submissions
Provide administrative support to contract award-fee activities
May mentor and train less experienced professionals
Other duties as required
Minimum Qualifications:
Active TS/SCI with Polygraph
Master’s Degree and 4 years or more of related experience
Bachelor’s Degree and 6 years of experience or Associate’s Degree and 8 years of experience can be substituted
Can work independently and as part of a team
Experience working various contract types (CP, FFP, CPAF, IDIQs)
Experience with pre- and post- acquisition support (i.e. contract modifications, financial tracking, award-fee management)
Demonstrated ability to work in a fast-paced environment with excellent communication and coordination skills
Travel Requirements:
Travel Required: CONUS and OCONUS may be required; Up to 10%
