Job Summary
The Contract Specialist II, under supervision, facilitates the contract administration process, including data entry into the contract management database, maintenance of paper files, routing and approvals, monitoring existing contracts
Essential Duties and Responsibilities
+ Prepares scope of work, writes contracts, reviews terms and condition, and makes recommendations. Ensures contracts are in compliance with Federal and State laws and other policy guidelines.
+ Monitors status of contract, including contract expirations, renewals, and extensions, and maintains contract files on databases.
+ Communicates regularly with stakeholders to facilitate and understand desired outcomes and ensure information is correct and meets expectations.
+ Assists in administration and analysis of project budgets, including entries and other related tasks.
+ Researches and reconciles discrepancies and completes entries to correct errors on the various reconciliations.
+ Acts as a consultant on accounting matters and assists in applying financial data to solve operating problems.
+ Assists in annual review of contract administration planned related rules and procedures. Assist in the preparation of the reports.
+ Performs reviews to ensure compliance with applicable policies, laws, and regulations. Assists with committees as needed.
+ Assists with finance reporting to federal and state agencies, including but not limited to financial reporting, payroll and purchasing approvals, billing, reconciliations, cost transfers, cost sharing, sub recipient monitoring; time and effort certification, new accounts set ups, closeouts, and troubleshooting.

Additional Responsibilities
+ Oversee the daily management of contracted snack and beverage vending services. Ensures vendors are stocked in accordance with contracts and communicates issues to contractors to ensure contract compliance.
+ Oversee in-house training to promote participation and understanding of the contract process, including preparation of scope of work, etc.
+ Remain abreast with changes in government regulations/laws and System policies and procedures related to contracts.
+ Hire and oversee department student employees and work studies.
Minimum Requirements
+ Education – Bachelor’s degree in Business, Accounting, Finance or closely related field
+ Experience – Two years of progressively responsible experience in accounting, business, finance reporting, and financial systems.
Preferred Education and Experience
+ Education – Master’s degree in Business or related field.
Knowledge and Abilities
Knowledge of:
+ OMB Circulars and state/federal contract and grant regulations.
+ Word processing and spreadsheet applications.
+ Possess technical writing and editing skills which include contractual language and procedures.
Ability to:
+ Multitask and work cooperatively with others.
+ Effective written and oral communication skills.
Licensing / Professional Certification – Certified Texas Contract Manager (CTCM)

Salary: $48,110.40/annually
