Contract Specialist (ISO Coordinator)

This position plays a critical role in supporting ARPA-H's Resilient Systems (RSO) or Proactive Health (PHO) mission office by assisting in the development of solicitations and related documents; managing BAA proposals and negotiations; and coordinating within the mission office for cost proposals and technical evaluations. Responsibilities Provide support with contract pre-award functions, recompetes, task orders, agreements, and financial transfers. Provide assistance with procurement planning, weekly updates to the plan, advising, and assist with contract or task order issues involving scope and compliance. Assist in managing Procurement Reports and validate/balance against Spend Plan to manage commitments and obligations of funds. Assist in developing strategic guidance, repeatable processes, management and facilitation of acquisition procedures and policies. Assist in developing advanced contract management solution(s) and assist with developing seamless processes and workflows. Assist with developing standards and analyzing best practices, and lessons learned. Assist in establishing and updating a repository for contract artifacts, best practices, and SOPs. Provide support in performing analyses of evolving acquisition best practices, acquisition reform efforts, updates to acquisition and procurement policy and legislative changes. Assist the government with tailoring, adapting, improving and implementing updated acquisition practices to include the following: Develop procedures for the conduct of capabilities-based assessments The use of rapid acquisition approaches Other best practices for program and acquisition management in an evolving cyber environment Assist in developing and implementing strategies to support the development and build-out acquisition business processes and assist in establishing a Center of Excellence for best practices and processes. Assist in establishing and implementing quality and process improvement. Assist with establishing and developing standard acquisition templates for all types of contract support activities that will allow for streamlined procurement development and planning activities. Assist with developing advanced contract management solutions to include the following: Develop a process to capture and manage contract-related metrics; develop contract and portfolio performance metrics as they relate to successful mission objectives. Provide enterprise view and reporting on contract execution activities. Prepare and develop content for presentations, slide decks, and talking points. Maintain plan(s), documentation, and files. Assist in the scheduling of events as needed. Ensure timelines and milestones for task completion are met and meet suspense deadlines and have an understanding of suspense's. Other duties as assigned Qualifications Bachelor's degree Minimum of 3 years of experience in a contract specialist role, preferably in a government or research environment. At least 1 year experience supporting DARPA or related Federal “ARPA” agencies (IARPA, ARPA-E, HSARPA) Experience working with OTAs, grants, contracts, and cooperative agreements. Knowledge, Skills and Abilities: General knowledge and experience with acquisition awards such Cooperative Agreements and Other Transactions and knowledge of acquisition documentation requirements (RFI, SN, BAA, J&A) with experience working with each are preferred. Experience in an R&D environment is highly preferred. Experience supporting federal or commercial health agency/organization is a plus. Knowledge of the biomedical research landscape a plus. Final salary determination based on skill-set, qualifications, and approved funding.
