MINIMUM QUALIFICATIONS Bachelor's degree from an accredited college or university in Accounting, Business or Public Administration or other closely related field, plus two (2) years of related experience, OR an equivalent combination of education and experience. Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements. ESSENTIAL FUNCTIONS The following duties and responsibilities are intended to be representative of the work performed by the incumbent(s) in this position and are not all-inclusive. Applicants must be prepared to demonstrate the ability to perform the essential functions of the job with or without a reasonable accommodation. + Prepare contracts, Interlocal Cooperation Agreements (ILAs), grant applications, Memorandum of understanding (MOU) and amendments in accordance with county policies and procedures, laws, regulations and ordinances. + Manage approval and signature process for contracts, ILAs, grants, MOUs, and amendments; monitor deadlines and manage close out and/or extensions of agreements. + Provides customer service to jurisdictions related to allocated funding and contract requirements. + Provide technical assistance, training, support, and information to contracted partners during contract terms. + Review established contract budgets and process reimbursements as submitted to ensure program and contract compliance. + Processes invoices, purchase requests, post-performance reimbursement, payments to vendors and jurisdictions, and documentation in accordance with County policies and procedures, laws, regulations, and ordinances. + Identifies and researches invoicing problems and recommends solutions to problems and implements recommendations and/or solutions. + Composes a variety of correspondence, documents, and reports; formats, proofreads, and edits documents. + Manage procurements, including Requests for Proposals (RFPs), Requests for Applications (RFAs), and Requests for Information (RFIs), among procurement methods + Monitor program activities to ensure contract compliance and performance. + Responsible for data collection and reporting to leadership and funding entities. + Maintains files and tracking systems for contracts and supporting documents. + Communicates regularly with jurisdictions to carry out the functions and duties related to the needs of the division.
