Contract Strategist, FPS and SCS Contracting
Overview Under the supervision of the Director of Contracting, the Contract Strategist for FPS and SCS Contracting is responsible for managing specific contracting portfolios within assigned departments of Fairview Pharmacy and Shared Clinical Services. The Contract Strategist will ensure timely execution of agreements within defined scope for the supported business units’ portfolio(s). The successful candidate will have a proven record of success in healthcare, device, or pharma contracting and is a subject matter expert in the field of advanced contracting drafting, negotiations, lifecycle / obligation management, and more. The Contract Strategist will have responsibility for agreement triage, process improvement, contracts training, and onboarding activities related to contracting within the assigned program areas. The CPM develops and maintains relationship with customers, both internal and external. Responsible for developing, negotiating, and maintaining pharmacy and system-wide high value/high risk contracts for both internal and external customers. Agreements in scope may have large budgetary impact for FPS businesses and FHS system level, ranging from zero-dollar value to more than $1M. Portfolio management and proactive risk mitigation of all contracts in scope is expected. Portfolio management will include complete contract lifecycle management including pre-agreement (idea phase) consultation with business partners, through negotiation and ultimately post-execution obligation management including consolidation of different vendors and relationships. Specific agreement areas include 340B, specialty pharmacy, organ and tissue transplant, new therapies, high cost and novel therapies, industry partnerships, and purchasing. The Contract Strategist also serves as an advisor on departmental strategy meet the needs of business and may assist or lead the build out of a new functional support concepts in support of this endeavor. The Contract Strategist should be comfortable with developing slide decks, executive briefings and interacting with all levels and functions of the matrix environment. Responsibilities Job Description Willingness to create and build a better organization in addition to following established policies and guidance. Partner with Director of Contracting and Contracts and Vendor Management senior to build out enhanced services for contracting department, including comprehensive, full spectrum services over the course of the contract lifecycle. Lead and manage contracting portfolios for high value, business critical clients and relationships. Works with legal, leadership and stakeholders as necessary to develop recommendations for stakeholders related to agreements. Acts autonomously in making recommendations to stakeholders with little or no guidance on a day-to-day basis. Draft, analyze and interpret contracts, track and monitor issues related to contracts and contract performance, and work with stakeholders to drive issues to closure for all agreements in scope. This may include contract obligation management post execution including developing process to ensure payments and obligations are met. Serve as the antennae for the organization related to contract subject matter within portfolio. Serve as a Subject Matter Expert in contracting in healthcare and pharmacy, knowledge of 340B and specialty drug contracting a plus. Healthcare privacy and HIPAA experience also a plus. Responsible for drafting, negotiating, and finalizing complex terms and conditions and agreements as needed and delegated by internal stakeholders, and as directed by leadership. Serve as contracting point of contact for Pharmacy and Shared Clinical Services stakeholders and provide guidance through hub and spoke model. Serve as representative of organization to larger health system and partner health systems on specific agreement negotiations. Foster a proactive atmosphere while responsible for Pharmacy and Shared Clinical Service Leadership portfolio of high value contracts. Develop and execute project team and individual priorities and process improvement projects under the guidance of the Director. Ideate, develop, Implement, and maintain key team and departmental process improvements. Ensure accurate data reporting by ensuring team tracking of milestones and data in primary contract management system. Provide system support to stakeholders. Lead on contract related process improvements. Delegate work and projects to support staff or other team members in partnership with other contracts leaders. Primary advisor to Contracting Director for Pharmacy and Shared Clinical Services in 340B and other complex contractual areas as assigned. Develop budgeting process for offering recommendations to business owners, and create and Maintain working budgets, including contract value calculations for the assigned program areas. Interact with both internal and external clients. A-Z lifecycle management of contracts. Performs other duties as assigned Qualifications Required Education Bachelor’s Degree Experience 10+ years of contracts experience minimum, with 15+ years related work experience (preferably in healthcare, pharma, or device) Healthcare experience must be part of successful candidate’s work experience, with a minimum of 5 years’ experience in healthcare contracting background Program management, contract negotiation, and strategic development and deployment Preferred Education Juris Doctor Advanced degree(s) MBA, MHA, MPH, etc. Experience 12+ years contracting experience Industry experience in Pharma, Device, or Healthcare Program management / client liaison experience Healthcare privacy and HIPAA experience License/Certification/Registration Licensed Attorney EEO Statement EEO/AA Employer/Vet/Disabled: All qualified applicants will receive consideration without regard to any lawfully protected status
