Job Description Summary:

The Contract Principal provides both its internal and external customers with solution-oriented leadership and guidance and is focused on achieving the strategic objectives of the organization while balancing risk and regulatory compliance. The Contract Analyst negotiates and administers government contracts/subcontracts, ensuring consistency with sponsor requirements, compliance obligations and Draper policies and procedures. 
Also interfaces with potential and current customers, submitting proposals, reviewing proposed terms and conditions, negotiating agreements, monitoring performance and closing out agreements. Collaborates with Program teams and senior leadership to prepare and submit compliant proposals.

Job Description:

Duties/Responsibilities
• Administers one or more large subcontracts, at least $100M or more, to ensure that subcontractors fully meet government, company and program requirements.
• Reviews Prime Contracts and verifies accuracy and completeness of the contract. Interfaces with Directors, Program Managers to ensure that all necessary data is correct and complete. validate ensure all necessary data has been included and meets program requirements.
• Prepares Request for Proposals and verifies accuracy and completeness of proposal packages. Interfaces with program manager and leadership to clarify and ensure that all necessary data has been included.
• Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and program requirements, and negotiates the terms and conditions. Prepares and issues subcontracts commensurate with delegated company procurement policies.
• Prepares subcontract documents and amendments, including identification and inclusion of Flow down requirements from the prime contract. Ensures that terms and conditions will be appropriate.
• Establishes and maintains accurate tracking records tailored to each subcontract.
• Maintains and updates subcontractors' files to include records of payment, deliverables, and modifications.
• Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.
• Provide guidance to lower• level Subcontract Administrators. May make assignments, review work, and offer training in subcontracting procedures.
• Performs other duties as assigned.

Skills/Abilities
• Knowledge of subcontracting activities typical for government industry
• Excellent written and oral communications skills
• Knowledge of various types of subcontract types associated with procurement
• Strong ability to effectively negotiate subcontracts
• Ability to perform in a lead capacity.

Education
Bachelor's Degree in Business Administration or related field

Experience
15+ years of related work experience involving typical procurement activities, including subcontracting.
