Contract Standards and Development is a Preconstruction Unit, responsible for various actions that are required for a project to be successfully administered in the field, including but not limited to, Contractor’s prequalification, plan review, creation of Proposal, creation of the Engineer’s Estimate, Letting projects valued over $5 million, and Execution of the Contract.
The Contract Standards and Development Unit provides oversight and management of the Standard Specifications and Roadway Standard Drawings to ensure that all projects let Centrally or by a division meet the requirements and expectations for our shareholders and the public.
The Proposal and Specifications Management section is looking to hire a Contract Time Engineer to support the monthly Central Letting process through the review and time estimation of transportation projects.
In this role you will:
+ Review each project prior to advertisement in the monthly Central Letting to calculate project duration recommendation.
+ Assemble all projects into a monthly Contract Time Package to present to the Contract Time Committee for review and approval.
+ Coordinate with various units to ensure preferred methods are addressed for the construction of a project. These units include but are not limited to Management, the Construction Unit, Divisions, Roadway Unit, PMU, SMU, GeoTech Unit, Utilities Unit, Rail Division, STIP Feasibility Studies and Strategic Prioritization.
+ Proofread unbound and bound Proposals for each project in the monthly Central Letting to ensure that all requirements, any special needs, and project scope are clearly conveyed prior to the monthly Advertisement of Centrally Let projects.
+ Review projects and calculate a project duration recommendation for other units, including but not limited to, Divisions (for DPOCs and/or resurfacings), Alternative Delivery Unit (for Design Build, Priority and/or CMGC projects), North Carolina Turnpike Authority.
+ Provide guidance to other units for the creation of provisions.
+ Prepare monthly reports for Proposals Engineers.
+ Serve as a member of various committees, including but not limited to, the Standard Specifications Committee and Research & Development Committee (ITRE).
Knowledge, Skills and Abilities / Competencies

+ Knowledge of construction terms and methods.
+ Knowledge of NCDOT internal operations, specifications, standard drawings, and construction procedures
+ Experience reading and interpreting a variety of construction plans and understanding how those plans interact with each other.
+ Experience writing and directing others to prepare work which will stand the test of court action.
+ Experience managing a schedule that includes simultaneous deadlines for a variety of customers (including departmental, industry and other agencies).
Additional Expectations
A PE is preferred, but not required for this position.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
