This is a contract position funded through June 27, 2026. The analyst will work a hybrid schedule, with a mix of remote and in-office work at the EEC offices in Boston, with other possible meetings in the Boston area or around the state as needed. Please note that pursuant to Massachusetts general law, contracted employees are not paid for the eleven scheduled holidays, do not receive any paid, vacation, personal leave benefits, or contribute to the state retirement system or social security. As a state contracted employee, you must participate in direct deposit and contribute towards the Commonwealth of Massachusetts state alternate retirement plan, ("OBRA Plan"). The Department of Early Education and Care (EEC) is currently undergoing a major modernization of its technology systems, including recently procuring vendors to develop two new externally-facing portals, one for families and one for educators, as well as developing a new Learning Management System (LMS). To ensure cross-divisional alignment, engagement and integration in the delivery and execution of these systems as well as enhancements to legacy systems, EEC seeks a dynamic, organized and proven leader to serve as the Contracted Integration & Organizational Effectiveness Manager. The Manager will work closely with each of the key internal stakeholders in the development of these new technology solutions, including EEC’s Product, Fiscal, Project Management and Policy teams, specifically, the divisional leads in each of these subjects. The Integration & Organizational Effectiveness Manager will serve as the lead point of contact to coordinate priorities and efforts among EEC’s teams, balancing a variety of needs and interests of senior-level staff at the agency and requiring a strong background in managing high-level thought leaders to implement complex initiatives. The Manager will also work closely with programmatic staff and subject matter experts to identify key system design requirements and implications for policy and procedural changes related to both the new technology solutions, as well as legacy systems. The Manager will act as a key liaison, as needed, to other Commonwealth partners related to these efforts, specifically the Executive Office of Education (EOE), the Executive Office of Technology and Security Services (EOTSS), and other external stakeholders. Due to the high-profile nature of this work and the level of cross-divisional leadership support needed to actualize the implementation of these key systems, the Manager must have strong project management skills and the ability to prioritize work of multiple complex teams. The position will work within the Commissioner’s Office and report to the Chief of Staff and will work closely with Deputy Commissioners as peers. *Detailed Explanation of Duties, Responsibilities & Deliverables*: * Manage relationships with internal and external stakeholders and vendors * Ensure alignment with system requirements, policy, and design in the execution and delivery of new and legacy technology solutions * Establish performance metrics and hold project teams accountable to deadlines and deliverables * Support contract managers in reviewing vendor contracts and billing * Work closely with the Chief Product Officer and Product owners to facilitate access to subject matter experts and interpret policy and procedures to be built into new systems and to inform legacy system enhancements * Identify training needs on new systems and work closely with new Director of Learning, Training and Development to support training delivery * Act as a liaison and coordinator with state agency and other external partners to ensure timely communication, resolution of issues, and collaborative problem solving * Coordination across the Department and represent EEC in Secretariate-level conversations related to integrated eligibility * Identify areas where the organization can improve processes, workflows, and operations to increase overall efficiency and productivity * Continuously track the success of integration initiatives and organizational effectiveness efforts, making adjustments as needed to improve outcomes * Provide any other role or function as identified to assist with EEC modernization efforts *Preferred Qualifications:* * Experience working with state agencies and partners * Proven record of leading complex project teams involving information technology, policy, and finance * Experience in vendor management * Strong proficiency in project management skills and approaches to support project execution that best adheres to project timelines and manages resources and teams efficiently * Experienced in the development of clear, actionable, and timely business requirements for IT-related projects * Demonstrated experience in supporting change management activities associated with projects * Understanding of state fiscal compliance, procurement processes, and billing * Understanding of the rules and regulations governing the Department of Early Education and Care * Working knowledge of public sector information technology systems, multi-state knowledge is a bonus * Knowledge of and experience with human-centered design principles and processes * Expert knowledge of regulations and regulatory compliance for public agencies * Experience working within project management structures and with product teams * Ability to communicate with and build strong relationships and trust across teams including those of a technical nature Travel may be required for this position.
