Contracting Officer
Summary This position will be assigned to the JBSA Lackland NAF Resource Accounting Office. Employee may also sometimes work at the Randolph NAF Resources Accounting Office. This is a regular part-time category position with guaranteed 20 hours per week. May work up to 40 hrs/week. Employees appointed to a regular category position are eligible for benefits. Responsibilities Performs purchasing functions for base-level NAF instrumentalities (NAFls), acts as the NAF Contracting Officer and is the Joint Base San Antonio (JBSA) authority on NAF purchasing policies and procedures. Provides NAF purchasing technical guidance and assistance to NAF managers. IG, SJA, APF contracting office and others involved with NAF contracting policy. Responsible for proper selections of contract types and application of purchasing regulations in a wide range of contractual actions. Contracts may require inclusion of supplemental provisions such as advance payments, optional clauses, reproductions, samples, and cost and price analysis statements. Based on analysis of past NAF purchasing trends. determines common-need items frequently purchased that warrant negotiation of open-end contracts, determines appropriate method of receiving proposals and solicitations. Establishes, analyzes, plans and reviews NAF purchasing programs within JBSA FSS NAFls. Using a variety of purchasing regulations and directives, provides analysis of purchasing procedures for routine and non-routine services and supplies. Determines NAF purchasing procedures for all JBSA FSS activities. Reviews purchase requests from all activities for capital expenditures and major supply purchases. Develops and conducts annual training sessions for all managers and other personnel involved in the NAF purchasing process. Training includes but is not limited to IBPS NAF Purchase Card (P-Card). Essential Products and Commander's Smart Buy programs. Evaluates requests for accuracy and completeness of item descriptions. determines reasonable lead time. reliability of requested purchasing sources. and approves brand-name justifications. From this data. determines purchasing authority, such as in-house. base contracting. or AFNAF Purchasing Office (AFNAFPO). Prepares solicitation lists and issues requests for quotations. After receipt, analyzes quotations based on prices, quantities, delivery term, warranties, drawings, specifications and vendors' past performance. Negotiates with vendors 10 obtain best prices and terms. If in-house, inputs the required solicitation documentation into the Internet-Based Purchasing System (IBPSJ. Sends Requests for Quotes (RFQs). Evaluates quotes received and makes awards. Performs other related duties as assigned. Qualifying Experience: Progressively responsible experience must be evidenced in education/work which requires extensive knowledge of contracting techniques. Experience in contracting with the government or industry. Knowledge, Skills and Abilities (KSA's) Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and /or competencies in the following areas: 1. Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services, commodities, and/or construction. 2. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals. 3.Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
