Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Contracting Specialist position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Military/Civil & ILL Execution Branch, located at Forth Worth, Texas.. Responsibilities Serve as a senior Contract Specialist with responsibility for pre-award and post-award contracting functions for a variety of the more complex military/civil funded projects. Preform pre and post award functions including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of requirement through contract close out. Prepare solicitation/amendment document for cost accounting standards, cost and/or cost pricing data. Serve as contracting negotiator and/or team leader during contractual negotiations. Prepare response to all contractual correspondence request for contract deviation from contract compliance. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. In accordance with the DoD Qualification Standard, the 1102 series has specific requirements for grades GS-05 through GS-13 grades. For the GS-12 you must meet one of the following: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)**TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION** --OR-- Current DoD employee, in any occupational series, and have served on or before September 30, 2000 in one of the following: 1) As a GS/equivalent 1102 position or Contracting officer position with authority to award or administer contracts above the SAT in any Federal agency --OR-- 2) As a Military member in comparable military occupational specialty.- -OR-- One of the following exceptions: 1) An employee in the contingency contracting force and the educational requirement does not apply --OR-- 2) An individual appointed to a developmental position in a DoD approved Contracting Professional Developmental Program. In addition to the education requirement, you must meet the required specialized experience: Specialized Experience: One year of specialized experience which includes; 1) Serve as senior Contract Specialist for pre-award and post award functions including price cost/ analysis and/or negotiations AND 2) Prepare response to all contractual correspondence request for contract deviation from contract compliance AND 3) Prepare solicitation/amendment document for cost accounting standards, cost and/or cost pricing data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
