**This position offers a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.**
Position Description
Serves as a key member of the contracts team in direct support of corporate goals and objectives. Responsible for negotiating, monitoring and administering contracts through contract completion. Effectively manages procurement of goods, services and other duties as assigned.
Essential Functions
+ Independently administers, negotiates, and monitors various types of contracts, i.e. level of effort cost reimbursement type contracts (CPFF, CPAF, etc.); time and materials (T&M); indefinite delivery indefinite quantity (IDIQ); firm fixed price (FFP); and Other Transactions.
+ Facilitates pre-award and post-award activities in support of Company programs.
+ Reviews complex cost proposals from subcontractors and performs cost analysis as necessary. Possess ability to comprehend various subcontractor proposals which could entail multiple second tier subcontractors with various degrees of details provided.
+ Oversees cost analyses under their direct reports (if applicable) and assists in completion in order to meet deadlines. Assists in negotiations with subcontractors and discussions with Government regarding subcontractor cost proposals.
+ Finds alternative solutions to analyze cost proposals when the standard methodology is not applicable.
+ Works closely with customers, program team and subcontractors, regarding funding and budgetary issues for each program.
+ Monitors contract budgets and supports budget formations.
+ Manages prime contracts close-outs.
+ Ability to understand changes from Prime in order to properly flow down to subcontractor terms and conditions and explain the changes with subcontractors via phone calls and emails with often more senior contract reps and legal representing members.
+ Participates in program weekly calls, provides inputs to process improvements, works to find solutions to Governments requests.
+ Takes initiative and follows through in process improvements and day-to-day functions.
+ Provides input to supervisor of the junior associate’s professional development and progression.
+ May serve as a supervisor or leadership role to junior team members.
+ Serves as an integral part of the program(s) in which they support to include providing recommendations to Program Counter part.
+ Begins to build strong relationship with Government Acquisition personnel and provides customer service.
+ Reviews Purchase Requisitions drafted by junior contracts members and approved by program and finance and intercepts issues and changes required prior to issuing subcontracts and modifications to subcontractors and understands impacts.
Additional Responsibilities
+ Provides assistance, as required, to the Sr. Contracts Manager.
+ Performs other duties as assigned.
Qualifications
+ Bachelor’s degree plus three or more years related work experience required.
+ Minimum of two or more years’ experience working with subcontracts administration.
+ Effective delegation and negotiation skills.
+ Exceptional computer skills, with an emphasis on the Microsoft Office Suite.
+ Ability to communicate clearly and concisely, verbally and in writing, to co-workers, team members, subcontractors and government acquisition personnel.
+ Exceptional interpersonal skills with demonstrated ability to coach, train and monitor junior associates.
+ Experience working as a team member engaged in tasks requiring teamwork and performance to schedules.
+ Ability to serve external and internal customers and prioritize these responsibilities, in order to meet deadlines.
+ Ability to travel at company discretion.
+ This position will need the ability to access US only data systems – US Citizenship is required and/or must be able to obtain and maintain a DOD security clearance (for certain projects/programs).
