ANALYGENCE is seeking a Contracts Administrator to join our team to support contracts administration functions for our growing base of business in Defense, Federal Civilian, and National Security Accounts. ANALYGENCE is also the managing partner of two Joint Ventures where Contracts Administration support would also be provided. The possibility of hybrid support may be considered.
This position reports to the Director, Contracts Management, and working in concert with the finance and operations teams, the ideal candidate will:
Negotiate and administer prime contracts primarily with the U.S. Government, from inception through closure. Support includes, but is not limited to, processing of contract awards and modifications; conducting negotiations with existing or prospective partners and subcontractors; monitoring contract and subcontract financial performance in concert with project financial analysts; recommending and implementing appropriate activities to resolve contractual issues. Negotiate and administer subcontracts with large and small business prime contractors, including support similar to that provided for our prime contracts. Assist with preparation of Requests for Equitable Adjustments (REAs) and claims. Prepare and execute subcontract and contract closeout documents. Utilize internal contract management tools, templates, methods, and processes. Provide proposal support. This includes, but is not limited to, reviewing RFP and proposal documents; acting as primary POC to subcontractors, partners, and Government partners; preparing applicable contractual documents for submission with proposal packages, including cover letter, business volumes and assumptions; assisting with any Q&As and ENs; and requesting and attending debriefs. Solicit and secure required information from teaming partners, including preparation and negotiation of Non-Disclosure Agreements and Teaming Agreements, as well as various Data Calls. Serve as primary point of contact across the project team with corporate leadership, outside legal counsel, and the client ensuring that all legal and contractual matters are addressed efficiently and promptly. Prepare and disseminate information regarding contract status, requirements, compliance, and modifications. Monitor and respond to reviews in the Contractor Performance Assessment Reporting System (CPARS). Conduct internal audits and provide self-assessments or support GSA assessments in accordance with policies, procedures, guidelines, internal approval processes, operating practices, and functional performance standards for providing best in class service to internal and external customers. Manage GSA Schedule contracts, including GSA Multiple Award Schedule, OASIS+, Polaris, and others. Ensure compliance with all requirements and maintain quality as well as records management. Prepare internal and GSA-led assessments and monitor contractual performance. Prepare and negotiate Subcontracts, Purchase Orders, and related Agreements. 10+ years of related contracts administration, negotiation, and proposal experience BA/BS in Business Administration or related field is desired.Must have demonstrated ability to manage a portfolio of contracts with various agencies and of varying size, scope, and complexity. Extensive knowledge of Federal contracting regulations, including the Federal Acquisition Regulations (FAR), as well as those of agency supplements (e.g., DFAR, HSAR, NMCARS, DAFFARS, etc.). Solid understanding of Cost Accounting Standards (CAS). Solid knowledge of various Government systems, including GSA eBuy, GSA Advantage, GSA ASSIST, Symphony, Supplier Performance Risk System (SPRS), FedConnect, and similar systems. Experience with all forms of government solicitations (RFI, RFP, RFQ, and other forms) and managing all types of government contracts (Fixed Price, Time & Materials, Cost Reimbursable, etc.), including reviewing and understanding pricing, representations and certifications, terms and conditions, statements of work, and organizational conflicts of interest (OCI), including understanding of OCI issues and mitigation/ avoidance strategies. Experience with negotiating favorable terms on Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), contracts, and subcontracts. Ability to work in a fast-paced environment. Excellent attention to detail; possession of excellent analytical skills to solve problems and mitigate risks. Excellent organizational skills.Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.Excellent written and verbal communication skills.Secret clearance desirable but not requiredAbility to pass a government sponsored background investigation.
