Contracts Administrator I (FRA) (Hybrid)

Five Rivers Analytics, an Akima company, is hiring a Contracts Administrator to support the Satellite Control Network Operations, Remote Site and Mission Partner Support (STORMS) contract. The Contracts Administrator must have the ability to set and manage expectations, while balancing a workload which may have conflicting priorities. Experience working for a Small Business and/or an 8(a), ANC is a plus.

This position will provide contracts administration support to the STORMS IDIQ, U.S. Space Force contract. Successful candidate requires high degree of independent and creative judgment applied to highest-level goals and objectives of the corporation and an understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental government acquisition regulations.

Prepares, examines, negotiates, and revises contracts. Ensures contracts are consistent with management's goals, policies, and procedures. Reviews documents as part of the analysis of incoming bid requests and develops preliminary contract terms and conditions. Assures that all clarifications and amendments of negotiations are incorporated into the final contract. Generates, maintains, and audits a central contract-resource file. Ensures that necessary procedural controls exist. Participates in negotiations with existing or prospective suppliers. Performs work under direct supervision. Handles basic issues and problems and refers more complex issues to higher-level staff. Typically requires BA and 0-2 years.

Responsibilities

Establishing successful working relationships with customers via email, telephone, and in-person, when appropriate and an ability to act as an agent of change by identifying areas for process improvement and providing recommendations for implementation.

Collaborating effectively with the program team (finance, supply chain, quality & mission assurance, legal, pricing, and compliance) to recommend and complete actions to ensure successful program performance and advise management of contractual rights and obligations.

Proposal preparation will include examining Task Order proposal requirements, preparing bids, analyzing terms and conditions to evaluate risk, accuracy, and completeness to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

Contract administration includes processing contractual documentation and reports, advising management of contractual rights and obligations, compilation and analyses of data, and maintenance of historical information. Support deliverable submissions and deliverable tracking.

Responsible for Government Property Administration which will include annual inventory reconciliation with the program team lead’s, initial input, and updates under the Government’s PIEE system for property tracking.

Responsible for preparation of REA’s for Service Contract and CBA annual adjustments.

Responsible for annual Defense Base Act (DBA) insurance updates, COI, and vehicle insurance requirements.

Responsible for DLA fuel annual renewals for program sites.

This is a hybrid role with in-office requirement weekly in Colorado Springs, CO.

Qualifications

Bachelor’s Degree plus two years of experience, or High School Diploma/GED) with four years relevant experience in lieu of a Bachelors’ degree.

Experience supporting all contract types (FFP, T&M, Cost Reimbursable and hybrids).

Experience with contract modifications and options.

Experience handling contract terminations and close out procedures.

Demonstrated understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental government acquisition regulations.

Knowledge of small business and small disadvantaged business requirements.

Experience with Requests for Equitable Adjustment (REA).

Experience in audits and corrective action plans.

Experience in international contracts.

Experience with Export Compliance.

Excellent written and verbal communication skills.

Experience with Service Contract and Manpower Reporting.

Demonstrated experience with highly effective verbal and written communications and presentation communications.

Demonstrated success working as part of a team to achieve common goals.

Desired Qualifications:

Certificate in Contract Management.

Experience operating in a small business, 8(a), and/or ANC (Alaska Native Corporation) environment is a significant plus.

Aerospace, Space or Defense industry experience.

Experience in subcontract administration, as well as obligations involving high risk and visibility.

Experience in supporting Subcontracts with the solicitation and RFP review/analysis, proposal preparation, signoff coordination, evaluate estimates of material, equipment services, performance requirements, and delivery schedules to ensure accuracy and completeness.

Experience in overall program OCI compliance to include annual employee training, tracking completion and ensuring subcontractor OCI compliance.

Pay Range

$65,000 - $85,000
