HX5 is currently seeking a Contracts Administrator to join our team on-site in Fort Walton Beach, Florida in support of the contracts department. 


Summary

This position is responsible for the negotiation and preparation of contractual provisions and the administration of contracts and subcontracts. Regularly communicates with government contracting officers and contractor personnel. Performs a variety of complex tasks and advises internal departments regarding contract requirements. Position negotiates, prepares, manages contracts and subcontracts, and performs contract and subcontract closeouts.

Essential Duties and Responsibilities

This position includes the following. Other duties may be assigned.

Works with Contracts Director to ensure contract and subcontract compliance, review terms and conditions, and ensure compliance throughout the contract and subcontract lifecycle. May act as the authorized negotiator and signatory authority on contractual issues with authority from Contracts Director. Develops subcontracts, Non-Disclosure Agreements (NDAs), and other contract documents for Contracts Director approval. Reviews and maintains records for prime contract and subcontractor performance requirements, delivery schedules, and estimates of costs of material, equipment, and production to ensure completeness and accuracy. May prepare and review proposals from subcontractors for conformity to contract requirements and determines acceptable bids. Advises internal departments of contractual rights and obligations to fulfill contract and subcontract requirements. Research contract issues and monitors contract and subcontract performance versus contract requirements. Requests or approves amendments to or extensions of contracts and subcontracts with direction from Contracts Director. Maintains contract, subcontract, and contractor status databases. Reviews all correspondence concerning contracts, subcontracts, and responds as necessary. Establishes and maintains contact with customers, prime and subcontractors to ensure the smooth working of the contract process. Collaborates with and supports other business functions such as scheduling, contracts, financial analysis, financial reporting, and accounting. May perform other administrative tasks as assigned. Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) Comprehensive knowledge of the terms and conditions appropriate for different contract types Firm fixed Price, Cost Plus Fixed Fee, Cost plus incentive fee, Time & Material (FFP, CPFF, CPIF, T&M, etc.) and their proper use Excellent interpersonal skills Experience working with government contracts Experience providing guidance to all levels of management on contractual rights and obligations, risk avoidance and mitigation, strategy, and problem solving Strong organization skills and high attention to detail

Education and Experience

Bachelor’s degree from an accredited university preferred and a minimum of fifteen (15) years government contracting, operations, or DoD industry experience preferred.

Language Skills

Ability to read, analyze, and interpret government contracts, federal clauses, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

Computer Skills

To perform this job successfully, an individual should have knowledge of Contract Management systems; Database software; Microsoft Office Word, Excel, Outlook and PowerPoint. Experience with Deltek Costpoint software a plus.

Position Type/Expected Hours of Work

This is a full-time position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.

Travel

This position may be required to travel up to 5% of the time. (This may include air travel)
