Contracts Analyst

The Lemuel Shattuck Hospital, operated by the Massachusetts Department of Public Health (DPH) is seeking an experienced and skilled professional to serve as a Business Management Specialist. This position reports to the Director of Contracts Management and will be responsible for developing bid specifications, managing procurement process, making procurement recommendations, and managing contracts for compliance with performance specifications for over $7.2 million in programmatic equipment and operational services contracts.

Schedule: Monday – Friday, 9-5PM Weekends Off

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Initiates procurement for expiring contracts and responds to request for new servicesAnalyze contract proposals and related documents to determine compliance with established criteria and procedures. Recommend award for contracts for goods or services.Recommend amendments including contract extensions and increases and decreased in budgeted amounts.Enters and amends contracts and engagement forms into the DPH Procurement Tracking System (PTS)Monitors contract expenditures against contract budgets. Reconcile expenditures using MMARS and Information Warehouse. Submit financial and statistical reports as requestedDevelops and/or maintains processes to ensure regular receipt of accurate invoices and provide timely problem resolution, as necessaryCompiles, analyzes, and synthesizes data for Director to identify trends, patterns and potential cost-savings. Present accurate and concise report of findings both verbally and in writing.Recommend changes in policies and procedures to improve the quality of service, as needed.

Required Qualifications:

Understanding of the principles and practices of business managementFamiliarity with the methods of general report writingAbility to assess data for applicability, draw conclusions, and recommend actionsProficiency in understanding, explaining, and applying relevant laws, rules, policies, and proceduresExpertise in preparing charts, graphs, and tables

Preferred Qualifications:

Comprehension of state purchasing procedures including terminologyInsight into state budgeting and accounting procedures including terminologyAwareness of agency procedures and guidelines governing purchasingCapability to handle confidential information with discretion

Lemuel Shattuck Hospital is a fully Joint Commission accredited teaching facility that provides acute, subacute, and ambulatory care to patients referred by public agencies and private sector providers. Shattuck Hospital’s services help economically and socially disadvantaged patients to get high quality, cost-effective care from a staff that respects their dignity.

Located in the heart of Boston’s Jamaica Plain neighborhood, the Shattuck Hospital includes 248 inpatient beds including 95 Psychiatric beds and 29 Correctional Health beds. In addition, the Shattuck has a full outpatient clinic with many specialties that offers treatment to patients of the Department of Mental Health as well as Department of Correction and House of Correction inmates and community patients.

The Shattuck hospital is on the forefront of substance use disorder treatment including a Suboxone clinic serving 200 patients. In addition to direct medical services LSH hosts and supports an array of services located on the campus, serving patients struggling with addictions and homelessness.
