The primary purpose of this position, CONTRACTS AND PROGRAM MANAGEMENT SPECIALIST, NH-1101-03, is to serve as a program/project manager, providing planning, direction, organization, analysis, identification and resolution of problems associated with maintenance production, work loading and developing response to bid solicitations. Responsibilities Serve as project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participate in special logistics related operation projects and initiatives and perform special assignments. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as the ability to maintain appropriate qualifications and certifications necessary to assume and execute key acquisition and/or support requirements; display personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; coordinate work and keep chain-of-command, coworkers, and customers informed of work-related issues, developments, and statuses; and utilize an operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations, and procedures when performing job operations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program, and/or strategic sourcing. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. Skill in interpreting and applying complex regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
