The Contracts/Grants Reviewer participates in a Career Progression Group (CPG) and is advertised to be filled as a Contracts/Grants Reviewer1, 2 or 3. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected.
Professional Service Contract experience preferred.

The Louisiana Department of Wildlife and Fisheries (LDWF) consists of approximately 800 employees with the majority being assigned various types of property including vehicles, SUV’s, ATV, and boats. The Department is comprised of four agencies with numerous locations throughout the state; 511 Office of Management and Finance, 512 Office of the Secretary, 513 Office of Wildlife and 514 Office of Fisheries.
The Administrative Services section is within the Office of Management and Finance and directs the statewide daily operations of the various statewide programs such as Procurement, Property/Inventory Control, Risk Management, Fleet Management, Fuel card, LaCarte card, Public works, Contracts/Grants and Leases. The following are examples of program responsibilities under this section:
+ Statewide Regulatory Oversight: Exercises functional supervision over 44 professional administrative staff statewide performing purchasing, contracts/grants, inventory, and public works functions. The Department has delegated purchasing authority of $10,000 for procurements, although higher delegations are given by the Division of Administration as requested. This includes specification development and guidance for methods of purchase and various statewide contracts, reviews and approves annually an estimated 455 purchases over $5,000 in LaGov exceeding $36 million. These include special purchase types such as sole source, emergency purchases and, authorized dealer repairs.
+ Fuel Card/LaCarte Card: Serves Administrators over the Fuel card (approximately 2,000 cards) and the LaCarte Procurement card (over 500 cards) programs.
+ Contracts: Oversees and manages all Department contracts totaling $58 million, and administers LDWF’s public works construction projects totaling $1.1 million within the agency’s delegated authority of $250,000.
+ Inventory: Manages over 100 inventory units that consist of more than 11,000 moveable inventory items at a value of over $82 million. These moveable inventory items are located at 80 owned and leased properties statewide. This includes managing the Departments fleet of 570 vehicles and 650 vessels.
+ Insurance claims: Manages all property insurance claims for the Department. Each year there are over 300 active FEMA, general liability and fleet claims processed by the section.
+ Leases: Manages the Department owned lease space (approximately 41,000 square feet) as the lessor-negotiating price, terms and conditions and manages all leases that the Department occupies. The Department has delegated authority to bid leases for timber sales, farm lease, alligator harvest, and alligator eggs collection, houseboat mooring lease, storage space leases and 35 boat stalls statewide; this is administered by the Administrative Services section.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in contracts or grants management, procurement, financial management, or accounting; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
Tasks performed are at the entry level:
Prepares, develops, and monitors routine and less complex contracts and/or grants agreements, applications, budgets, amendments and sub-grant agreements in accordance with statutory and regulatory requirements and departmental policies and procedures.
Works with administrators, officials, and other personnel to solve contract problems.
Maintains records, prepares reports and/or correspondence relative to contracts and/or grants.
Provides assistance to program personnel in preparation of grants proposals or contracts agreements.
Reviews reports and records to ensure costs claimed are allowable, and to ensure contract/grant is on schedule and terms are being met.
Assists in the preparation of RFPs (Requests for Proposals).
Tracks the approval process of contracts/grants ensuring all necessary approvals are received. Researches grant awards and state appropriation budgets to make sure that funds are available.
Obtains and reviews performance evaluations after completion of a project to comply with state law within established time limits.
Performs original entries, reconciliations, and all adjustments to grants management accounting records.
