Key Responsibilities
Lead all Defense contracting actions from contract negotiations through closeoutAssist in managing and implementing company requirements and legal/regulatory compliance across Defense functionsAct as Defense’s official communication channel with external partnersAssist proposal function with risk mitigation and proposal activities as necessarySubject Matter Expert in Commercial Item Determination (CID), Controlled Unclassified Information (CUI), DoD Business Systems (e.g., Accounting, Estimating, Government Property, Purchasing), DoD contract closeout, DoD data rights, EAR/ITAR, FAR/DFARS, Foreign Corrupt Practices Act (FCPA), Non-Disclosure Agreements (NDAs), Reps & Certs, and Truthful Cost or Pricing Data Act (TINA)Substantial experience reviewing, negotiating, and managing terms and conditions for several contract/agreement types (e.g., Cost Plus, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Labor Hour, Other Transaction Authority (OTA), and Time and Materials (T&M))Substantial experience working directly with prime contractors, U.S. Department of Defense (DoD), and International customers in both Sole Source and Competitive environmentsSignificant experience managing common International contractual requirements (e.g., bank guarantees/letters of credit, CISG, Incoterms, licensees, localization, offsets, royalties)Experience with Contractor Performance Assessment Reporting System (CPARS), Cost Accounting Standards (CAS), Cybersecurity Maturity Model Certification (CMMC), Exostar, Government Property, Organizational Conflicts of Interest (OCI) Plans, Small Business Subcontracting Plans, System for Award Management (SAM), U.S. military standard (MIL-STD), and Wide Area Work Flow (WAWF)Develop, track, and report on key contractual metrics/deliverables for internal collaboratorsAssist Finance with monitoring contractual invoicing/receivablesSupport customer/governmental audit requestsAssist with providing business recommendations on contractual-related itemsAssist and serve as a mentor to fellow Contracts Managers and raise issues to management as necessaryKey Performance Indicators

Required:Bachelor’s Degree in Business, Finance, Pre-Law, or EquivalentPreferred:Master of Business Administration or Juris DoctorCertified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM)Experience
Required:Minimum of 9 years’ experienceYears of experience may be substituted for an advanced degree at Allison’s discretionU.S. Department of Defense (DoD) and International Defense prime contracting and subcontracting experience with a strong understanding of their complexities and nuancesCross-functional/matrix organization experienceStrong proficiency with MS Office software (e.g., Word, Excel, PowerPoint)Preferred:Experience working for a large Defense contractor who focused on both engineering and productionDefense Wheeled and Tracked vehicle experienceAllison Transmission Defense product knowledgeNational Contract Management Association (NCMA) memberNational Defense Industrial Association (NDIA) memberProficiency with ProPricer softwareTravel or Physical Demands
