Contracts Lead Admin
Position Summary

The Government & Public Services Sector, known as GPS within the Firm, is committed to improving public outcomes. Practitioners aligned to GPS solve the complex issues facing the public sector and develop relevant, timely and sustainable solutions for our external clients.

Prime contract professionals empower GPS to deliver an impact in the public sector in three ways.

One. The prime contracts professional understands the external client problem/ requirement.

Two. The prime contracts professional understands the Deloitte market offering/ client solution that our external client needs; and,

Three. The prime contracts professional navigates the often highly regulated acquisition landscape to help GPS leaders place their solution onto an awarded contract that enables Deloitte to improve the public outcome.

When navigating the meandering labyrinth of the government contracting landscape, as a result of the contracting professional's focus on complying with internal and external policies, regulations, legislations, sometimes we forget to recall and reflect on the impact and purpose our contracting support provides to the GPS enables.

Work You’ll Do

Possesses a strong working knowledge of Federal Acquisition Regulations, and commercial contracting principles. Supports the execution of all facets of the contract’s life cycle. Performs contract administration duties for federal contracts. Exercises increased independence and judgment in reviewing and analyzing moderately complex contracts actions. Maintains a keen awareness of requirements and status associated with assigned contracts. Effectively, manages personal portfolio and advising account teams on contracts administration matters. Assists contract managers, and other administrators with activities such as data entry and maintaining and tracking contract agreements. Compiles and analyzes contract related data; and maintains historical information and documentation. With assistance, develops and executes basic negotiation strategies with both federal clients and industry prime contracts partners. Proactively identifies and analyzes contracting issues, solving standard/routine contract activities. Ability to communicate peers, internal leadership, and clients effectively and persuasively.

Proactively provides support to the development, review, and negotiation of contracts, modifications, prime contractor NDA and teaming agreements and subcontracts consistent with company policies.Enters contract data into appropriate forms and databases. Checks existence, accuracy, and completeness of electronic documents related to contract agreements.Reviews Federal solicitations, requests for information and proposals, and identifies business risks, documents the findings, and provides recommendations.Has a keen understanding and knowledge of key terms and conditions of assigned contracts that would affect performance or compliance with the ability to convey salient information to the appropriate stakeholders.Organizes softcopy/hardcopy proposal/contract materials in accordance with policies and procedures.Prepares standard contract writings (e.g., technical/price assumptions, certifications & representations) for inclusion into proposal offers.Receives and interprets federal customers' post submission, proposal clarifications and/or deficiencies. Completes distribution of questions to the proposal team/awaits inputs, assists with the coordination of proposal changes. Remits revised proposal offer to the Contracting Officer.Assists with monitoring performance against original cost allocation and contract requirements including the requirements for contracts deliverables.Accurately enters and updates active agreements into system upon notification of an award or modification.Reviews for compliance with federal contract regulations and various reporting requirements.Performs other job-related duties as assigned.

The Team

The GPS Contracts Sector Team has practitioners across the US and India supporting all prime contract management needs for our internal and external clients.

Qualifications

Required:

5+ years of relevant work experienceExposure to multiple contract types (e.g. CPFF, CPIF, CPAF, FFP/LOE, T&M, FFP) and solicitation types (e.g. FAR Parts 8, 15, and 16)Bachelor’s DegreeMust be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred:

Experience supporting the Federal client aligned with the team of assignment (Federal Health, specifically CDC, HHS, OS, FDA, CMS, OS etc.)Emerging ability to excel in upper-level management environment.NCMA: CFCM or CCCM

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $80,400 to $148,000.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
