Job Description:
We are seeking a highly skilled and experienced Subject Matter Expert with extensive knowledge in DoD contracts and contract management. This role involves managing large, complex projects that are crucial to the organization, requiring minimal oversight. The ideal candidate will be adept at communicating and influencing changes to practices, processes, and strategies both internally and externally. They will play a key role in driving improvements in systems, processes, and products, and contribute to the development of new initiatives with measurable impacts on business outcomes. The position requires advanced expertise in complex contract negotiations and a deep understanding of the professional discipline.
Essential Functions:
• Seeking an established leader to take on a Lead Contracts role overseeing large, complex contracts, along with providing direct support to internal stakeholders on contract strategy, risk, and execution. Experience in managing a team of Contracts Professionals.
• Must have experience and advanced knowledge in DoD contracting, data rights, and contract implications with technology development and Intellectual Property.
• Responsible for RFP review and risk assessment, proposal preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts/programs within an Enterprise.• Serves as the primary communication conduit between L3Harris and the respective customers.• Provides a proactive voice in the business process and direct support to Enterprise Directors and business leaders.• Provides proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.• Analyzes material estimates, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.• Prepares bids and proposals.• Prepares and conducts negotiations.• Processes specifications, progress report, and other reports.• Ability to think critically, problem solve and work independently.• Demonstrated ability to build relationships and work in a team environment.• Ability to multi-task and determine priorities while working on multiple assignments.• Dedication to meet customer deadlines.• Ability to negotiate contract terms and conditions with commercial and US Government customers.• Conducts change management process with internal team and communicate equitable adjustment rights to customers.• Utilizes contract sales order system to record contract awards and modifications.• Advises management of contractual rights and obligations and strategy during pursuits/programs.• Compiles and analyzes data as required.
• Maintains historical information for assigned contracts.
• Ability to clearly present information to broad audience, inclusive of management.
Qualifications:
+ Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
+ Proficiency in FAR, DFAR, ITAR, EAR, and CAS regulations.
+ Strong skills in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
+ Willingness to travel up to 15% to oversee contracts at various locations.
Preferred Additional Skills:
+ Secret Clearance or the ability to obtain one.
+ Prior experience in managing direct reports.
+ Experience with managing international contracts.
In compliance with pay transparency requirements, the salary range for this role is $108,000 - $201,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
