Contracts Program Manager

LCRA is seeking a Contracts Program Manager who will maintain oversight to ensure implementation and compliance of an enterprise-wide strategic contract management program. Our ideal candidate should possess expert level knowledge of contract management processes and be willing to further develop their knowledge of current and new processes. You can expect in coordination with Legal to develop policies and procedures that will result in effective management of all aspects of contractual agreements.

You will be trusted to:

- Act as a strategic advisor; identifying strategic opportunities for improvement within the contract portfolios; prioritizing, organizing, and planning key initiatives; designing key reporting dashboard configurations to enable organizational success.
- Act as a liaison between user departments regarding contract issues, enhancement, troubleshooting and objectives.
- Analyze contracts to assign content types to identify retention period.
- Analyze metadata to identify potential risks, by conducting research, and preparing reports for management.
- Collaborate with internal customers to develop and document configurations for an electronic document management system for contracts to implement data driven keywords, automated retention, and protection of sensitive information.
- Coordinate and facilitate document management system training to educate on key features, best practices, record structure and benefits of the system’s current design.
- Coordinate and facilitate document management system architecture modifications to support contract automated retention, accessibility, protecting sensitive information, and ease of use features.
- Deliver ongoing training for employees involved in contracts as it relates to the document management system and contract processes.
- Ensure contract coordinators are entering contracts appropriately, including metadata for administration that allows for integration between systems.
- Establish strong relationships with key leadership, business partners and functions with a goal of fostering a collaborative approach to maintaining an effective contract management program.
- Explore opportunities to find innovative solutions to minimize the administrative burden of managing contracts.
- Facilitate the implementation of processes and procedures and sustains enterprise-wide strategic contract alignment and compliance.
- Lead in facilitating discussions with contract administrators / owners to ensure document management processes are consistent and managed in accordance with policy.
- Manage contract management supporting material to ensure updates are made as warranted.
- Monitor and analyze contract metadata across all departments to ensure compliance with the contract management program and develop monthly reports on contract activity.
- Perform annual reviews of existing contract management processes and policies and solicits feedback and recommendations for process improvements from contract administrators, departments, and other stakeholders.
- Provide guidance of contract management processes and metrics to ensure organizational compliance.
- Serve as the technical expert to develop and document specifications for system configurations to be implemented within the document management systems related to keywords, automated retention, and restricted classification features and dashboards.
- Solve complex problems; takes a broad perspective to identify innovative solutions.
- Track and manage contract signature delegation of authorities for the organization through workflows to ensure replacements are assigned appropriately.
- Work with our Digital Services team to implement the configurations in TEST and PROD environments.
- Work independently traveling to various locations as scheduled, with guidance in only the most complex situations. May lead functional teams or projects.

You qualify with:

- Twelve or more years of experience in contract or records management, process improvement, solution implementation, business, business analytics or other relevant experience. A degree(s) in business, finance, economics or relevant field may be substituted per LCRA guidelines for certain years of experience.

You are a great fit with:

- Experience performing contract administration, contract management, or project management.
- Experience with OnBase.
- Experience designing records architecture in document management systems.
