Position Summary.

M.C. Dean is seeking a seasoned contracts professional who can work as part of an integrated construction team to deliver customer satisfaction and risk mitigation in a fast-paced environment. 
Contracts Specialist level 5 – Critical Information Systems (CIS), has in-depth knowledge of US Federal Government contracting to include proposal development; negotiations, administration, and contract close-out. They will provide hands-on contracts management and develop/maintain business relationships at the project and program level.  The candidate will have a track record of providing high level service to customers, solving difficult and complex construction contract issues. The candidate will incorporate contracting strategies, answer questions on operational aspects of construction contracting; contribute to new and innovative business and contracting solutions; support business planning activities. The Contracts Specialist will work closely with legal, finance, and procurement.  The candidate must be able to work well in a team environment.

Key functions of the position:

Take prime responsibility for the contract management function for the division working with the business unit management and Law Department Promote and enhance customer satisfaction while managing company risk. Develop, negotiate, administer and close out government contracts and task orders. Manage a portfolio of key contracts ensuring compliance with contracts to ensure successful program execution within requirements and organization objectives. Provide training to technical, program, and operations staff on contract terms, FAR compliance, and other contract compliance issues. Provide advice to Project Managers and senior Business Unit leaders an interpretation of contract, FAR, and agency supplemental requirements. Review solicitation requests and work with proposal teams to ensure compliance with terms and conditions and Federal Acquisition Regulations. Provide support for operations/business development, including customer relationship management, assistance with work statements and review/submission of technical/cost proposals. Ensure timely processing and submission of contracts reports and deliverables. Coordinate with project teams and senior management to ensure contract requirements are fulfilled. Prepare, negotiate and administer various contract agreements (e.g. Non-disclosure Agreements, Teaming Agreements, etc.) and the interpretation of contractual language and provisions. Serve as a primary interface between M.C. Dean and the Government or Prime Contractor Contracting Officers for contract and proposal financial management issues, including developing timely and actionable solutions. Correspond with Government Contracting Officer and/or Program Manager as needed for contracts management.   Support contract and financial tracking/reporting; including contract deliverables, reports, and responses to Government Contracting Officer. Work directly with technical and program management staff to facilitate the resolution of any contract and/or program issues, Serve as a resource to the Law Department and senior management, on any contracting matters Foster collaborative working relationship with a wide range of stakeholders Performs such other duties as the supervisor may from time to time deem necessary. Assist in review of RFPs and preparation of proposals.

Key characteristics required of the position:

Working understanding of financial, accounting, and budgeting processes as they relate to effective contact management and invoicing. Ability to communicate effectively orally and in writing. Highly organized with attention to detail and time management. Experience with researching and interpreting contracting concepts. Ability to draft and negotiate moderate to complex contractual instruments. Able to work in a fast paced, deadline driven environment. Able to use independent judgment and creativity applied to resolution of contract issues. Excellent interpersonal, communications and negotiating skills including ability to interact with all levels of staff from administrative to executive. Strong to excellent analytical, communication, teambuilding, leadership and presentation skills Ability to work in a team environment.  Must have ability to manage changing priorities Proficiency with recent versions of Microsoft Word, Excel, Outlook, PowerPoint

Basic Qualifications:

Bachelor's degree or equivalent work experience with 8+ years of experience or 6+ with a Master's degree. 5-plus years of experience in federal government construction contract negotiation/ management/ administration. Must be able to obtain a Top Secret clearance Thorough understanding of Federal Acquisition Regulations, agency supplemental regulations, and Cost Accounting Standards Background in finance, accounting, or business management is a plus. Experience in preparing cost and technical/business Management proposals. Familiarity or experience with construction and/or systems installation services type of contracts Experience with all forms of government solicitations (RFP, RFQ, IFB, and other forms) and managing all forms of government contracts (Cost-type, FFP, T&M ID/IQ contracts, GWACS, and GSA Multiple Award Schedules), including reviewing and understanding pricing, representations and certifications, and subcontracting issues. Ability to perform mathematical calculations, to understand contract plans and specifications, and organize information. Experience analyzing, formulating, negotiating contract documents such as, Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), etc. Understanding of labor requirements associated with federal contracts (Service Contract Act, Davis-Bacon Act, and associated requirements). Experience in writing and supporting federal proposals.    Ability/willingness to travel domestically and to European offices (10-15%)
