Position Summary
Tetra Tech is looking for a Contracts Specialist to support the implementation of worldwide USAID, MCC, multilateral development bank, and other commercially funded projects in the energy sector. The Contracts Specialist will provide contractual advice to the global project offices and Project Managers, ensure compliance with company and client regulations, policies, and contracts, and prepare procurement documentation. International travel may be required.
Position Responsibilities
Support technical staff and field project offices to determine appropriate acquisition instruments based on project requirements. Draft and modify purchase orders, subcontracts, and independent consultant agreements. Under the direction and guidance of the Contracts Manager, draft and review procurement documentation including but not limited to solicitation documents, evaluation memos, negotiation memos, and commercial item determinations. Draft personnel and salary requests, consents to subcontract, waivers, and other contractual matters. Perform cost/price analysis of subcontractor bids and proposals. Ensure project compliance with government contracting requirements such as FAR, AIDAR, as applicable. Assist with the contract start-up and close-out process. Monitor upcoming compliance deadlines and submit required contractual reports and documentation. Collaborate with business services teams (finance, human resources, and business development), field offices, and technical staff to ensure successful implementation of projects. Continuously identify ways to streamline the procedures and processes of the Contracts department. Maintain and ensure accuracy of electronic files in line with the company policies and procedures. Support audits and other related tasks as required.Required Qualifications
Bachelor’s degree in international development/studies, business administration or another related field. Three years of relevant procurement work experience with USAID contracts. Knowledge of the Federal Acquisition Regulations System and AIDAR. Proven ability to handle multiple tasks in a fast-paced and deadline-oriented environment. Excellent writing and communication skills. Advanced Excel, Word, and PowerPoint skills. Excellent problem-solving, negotiating, and analytical skills. Strong organizational skills and attention to detail. Self-sufficient and able to operate independently. Able to produce accurate and complete documents in a timely manner. Excellent listening skills and highly developed sense of responsibility and commitment to customer service.Preferred but Not Required Qualifications
Fluency in a foreign language. Prior work experience or knowledge of the Contractor Purchasing System Review (CPSR), and its application to Federal government contracts/subcontracts.About Tetra Tech:
