The Director is responsible for managing program activities, developing and implementing policies, and monitoring campus compliance with specific Executive Orders and other legal mandates related to CUI. The program's scope is campus-wide, aiming to protect CUI received from or generated on behalf of the US government with a specific focus on research. The incumbent serves on the CU Boulder CUI Advisory Board as the point of contact and responsible party for the university's implementation of and compliance with 32 CFR 2002 - Controlled Unclassified Information (CUI) for research-related CUI. This position supports the Facility Security Officer (FSO) in meeting the requirements of 32 CFR 2002.8(c)(4-13) for campus. This position reports to the Associate Vice Chancellor for Research Integrity and Compliance, under the Research & Innovation Office (RIO), with a dotted line to the CU Boulder Information Security Officer within the Office of Information Technology (OIT). We endeavor to embody CU Boulder's dedication to exemplify excellence through diversity by creating a welcoming and inclusive environment, enhancing the success and inclusion of all students, staff and faculty, and deepening our ability to share and engage with diverse perspectives. **What Your Key Responsibilities Will Be** **Program Management** + Serve as the primary point of responsibility for CU Boulder's implementation of and compliance with 32 CFR 2002, including developing a culture of research compliance and comprehensive implementation and remediation of current processes. Serve as a liaison with university units to ensure awareness of and compliance with the requirements of 32 CFR 2002 related to CUI. + Develop implementation plans and work with campus partners and federal agencies to identify CUI categories and their associated safeguards, dissemination, and procedures. + Advise the FSO and CUI Advisory Board on all matters related to the CUI Program. + Monitor the regulatory landscape and ensure campus compliance with relevant legal requirements. + Be accountable for the program's efficacy and recommend substantive changes to operational methods. + Represent the university at meetings and conferences related to CUI, including dealings with campus officials, governmental entities, and legal counsel. + Prepare resources and materials to ensure adequate communication and reporting to all senior leaders on campus. + Collaborate with units across the campus that are integral to the CUI program, including the Office of Contracts and Grants (OCG), Office of Information Technology (OIT), Research Computing, Electronic Research Administration (eRA), Research Compliance Office, Campus Controller's Office, University Counsel, University Risk Management, and the campus community. **Program Policy and Implementation** + Identify and develop CU Boulder policies, procedures, training, and tracking necessary to support a successful CUI program. + Maintain accurate records of all research-related CUI, including contract system security plans and related documentation. + Use expert knowledge of governing statutes, Executive Orders, regulations, and IT resources to establish CUI policies, plans, goals, and courses of action. + Ensure that the operational and informational needs of the research enterprise are met and that all statutory, regulatory, and government-wide requirements are fulfilled. + Establish and implement an internal oversight and assessment mechanism to promote consistent CUI practices. + Provide CUI training for campus leadership, and faculty, staff, and students engaged in research on their obligations for the protection and safeguarding of CUI through presentations, briefings, or inspections. + Serve as a point of contact for compliance audits and reviews for research-related CUI. **What You Should Know** + This position offers a hybrid work modality with on-site and remote work hours. Out-of-state travel may be required. **What We Can Offer** The annual hiring range for this position is $108,000 - $145,000.
