About the Indiana Department of Environmental Management: Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state. Role Overview: The Controller will oversee the accounting operations, financial management, and internal controls of Federal and State accounts for the Agency. Primary responsibilities include: + Coordinating the preparation of the Agency's biennial budget, submissions, and annual spending plans. + Monitoring the Agency budget, revenue, expenditures, and budget projections. + Supervising, evaluating, and monitoring the Accounts Payable, Procurement, Travel, Accounts Receivable, Grants Management, and Financial Management operations and staff. + Monitoring operational effectiveness of accounting and finance procedure, policy, and resources through out the agency; determining areas for improvement, designing implementation strategy, and managing implementation of changes. + Conducting research and providing recommendations on the fiscal impacts of legislation, changes in governmental accounting standards, and other directives; Modifies procedure or policies as needed to ensure compliance. + Preparing and/or overseeing submission of required documentation and information for required submissions, audit testing, internal controls, and other formal documentation. + Providing written or oral presentation of financial analysis as needed. Salary Statement: The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows: + Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement. + Develop and coordinate plans and policies, resources, and mission as well as goals, vision and expectations of agency or program. + Provide guidance to agencies and the public regarding applicable laws and rules. + Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action. + Monitor agency or program budget including revenues, expenditures, and budget projections. + Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner. + Coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.). + Coordinate, review and evaluate the use of appropriate controls and standards for the agency.
