COO Transformation and Central Controls – Manager’s Control Assessment (MCA) Governance Lead

The Governance Lead will manage the Business Risk and Control (BRC) Manager Control Assessment (MCA) Governance Team. The team is responsible for ensuring effective MCA governance and adoption of the enterprise-wide Control Framework for transformation activities across the COO. These activities include enhancing MCA governance, monitoring, and reporting; designing and building the target operating model for MCA; enhancing Quality Assurance (QA) and Quality Control (QC) execution protocols.  Additional responsibilities include building an infrastructure to support continuous improvement by implementing metrics to measure effectiveness of controls, quantifying MCA procedure adherence and transformation program progress. The role combines expertise in operational risk management practices and methods along with project and change management skills to organize, enhance, and mature the MCA program across the COO businesses.  Also required is SME (Subject Matter Expert) knowledge of operational risk practices with a solid understanding of change management. The successful candidate will lead MCA teams organized to focus on BAU MCA elements while managing the MCA and Control Framework transformation participation and implementation.

Responsibilities:

Manage the MCA Operating Model, Governance, and facilitation as required by the MCA Standard including the assessment and appropriate approval of risk associated with business changesAct as MCA Architect overseeing stakeholder communications and training, including ensuring successful completion of Annual Risk Assessments (ARA), Continuous Monitoring and ARCM/PRCM data quality, MCA and Control Framework Transformation Implementation, MCA Procedure Adherence Testing, Analysis of Issues for material risks, Enterprise and Standard MCA Profile effectivenessPartner with Process Owners, Risk Owners and Controls Owners to ensure adherence to MCA Procedures and Controls StandardsParticipate in MCA and Control Framework Transformation working groups to identify implementation milestonesCoordinate with colleagues across other Risk and Control disciplines to improve the end-to-end MCA framework and implement transformation execution activitiesReport on progress and represent the program across Citi’s governance structures

Qualifications & skills:

15+ years of experience in operational risk roles, including 8-10+ years' managerial experienceSubject Matter Expertise of MCA and Risk and Control Self-Assessment (RCSA)A strong business understanding of COO functions preferredFlexible, team-oriented with excellent interpersonal and collaborative skillsAbility to quickly develop an effective integrated team environmentChange management experience with Program/Project Management (PMO) experience using a structured methodology to successfully track, plan, monitor, and report on concurrent projectsProven ability to deal with ambiguity in a rapidly changing business environment, resolve problems, and offer impacting solutionsAdept at working in a cross-functional, fast-paced environment to lead and drive complex operational initiatives across multiple geographies with diverse resourcesAbility to analyze a process and recommend ways to improve quality, controls, and efficiencyCapable of constructively challenging others at all levels and across boundaries to deliver better resultsComfortable communicating reality, both positive and negative - honestly, openly, and directly

Primary Location Full Time Salary Range:

$170,000.00 - $300,000.00
