This position will organize, manage, implement, coordinate and direct security and program activities of the Operations Division, so that institution goals are attained for a secure, safe, humane, and cost-effective operation. Activities managed by the position may include security; offender living units; case management services; health services; psychological services; recreation; religious, vocational, education and literacy programming; and the institution community work crews. This position supervises, manages, and directs the activities of all unit supervisors so that they understand their responsibilities, exercise their authority, and receive guidance and direction consistent with policy and procedures. The position manages the fiscal activity of the Operations Division to ensure that adequate funding is received, and proper expenditures are made, and it serves as a primary adviser and assistant to the Warden so that policies, programs, and procedures of the institution are determined, established, maintained and enforced. **Minimum Qualifications** To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held: Four (4) years of supervisory experience in the profession of corrections, social work, social services, education, chemical dependency, mental health, residential treatment, or related profession sufficient to direct the delivery of diverse activities, such as public safety/security, behavioral health/health services, visiting operations, education, or case management. (NOTE: A Doctorate degree may substitute for two (2) years of experience; Master’s degree may substitute for eighteen (18) months of experience; Bachelor’s degree may substitute for one (1) year of experience; Associate’s degree may substitute for six months (6) of experience. and Experience providing leadership in the delivery of ongoing programs, divisional planning, program control, and implementation of new or revised programs, policies, and procedures. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program. Applicants meeting the above qualifications will be further assessed on the following: + Knowledge of facility security levels and their impact on operations sufficient to direct the security and programming activities within a correctional/secured setting and to maintain and improve security and control measures, emergency response, prevention of violent confrontation between offenders, contraband control measures, and prevention of escape. + Knowledge of fiscal management principles and procedures sufficient to develop and administer budgets. + Knowledge of human resources principles, procedures, and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining contracts/plans and affirmative action/equal opportunity policies. + Organizational skills sufficient to independently and effectively manage diverse projects and groups for the delivery of services to the incarcerated population. + Written and oral communication skills sufficient to communicate across diverse functional areas and to relay sensitive information to staff, the public, law enforcement agencies, the media, attorneys, incarcerated individuals, and other state agenciesand to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of staff, the public and the incarcerate population. + Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is focused on mutual respect, contributes to a healthy work environment and is sensitive to organizational structures and cultures, as well as the needs of groups and individuals; and to elicit cooperation from staff and incarcerated individuals to resolve difficult and potentially dangerous situations affecting the safety and security of offenders, staff, and the public. + Ability to design programs that meet the needs of the incarcerated population and evaluate the effectiveness of and make recommendations for changes in programming. **Preferred Qualifications** The following qualifications are strongly desired of applicants seeking consideration for this position. + Supervisory experience within a correctional/secured facility. + Experience in developing and administering budgets. **Physical Requirements** The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation. Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
