CSC -PRESCRIBED QUALIFICATION STANDARDS

Education : Bachelor's degree relevant to the job.

Training : 16 hours of relevant training.

Experience : 3 years relevant work experience.

Eligibility : Career Service (Professional)/Second Level Eligibility

(COS/MOA workers to be hired must meet the qualification standards of the CSC for equivalent regular position, including additional requirements prescribed by the hiring office, except eligibility)

 

PREFERRED QUALIFICATION STANDARDS

Education : Bachelor's degree in Social Work , Community Development,  Development Studies or related discipline. Relevant master's degree is an advantage.

Training : 40 hours of relevant training related to community-driven development, community organizing, facilitation and community mobilization, and popular education. Additional training on (1) Gender and development; (ii) Indigenous Peoples issues, Indigenous Peoples Rights Act (IPRA), and Ancestral Domain Sustainable Development Protection Planning, and other IP-relevant guidelines and frameworks: (iii) asset reform; (iv) land acquisition, resettlement, and rehabilitation laws, frameworks, and guidelines; (v) community-based disaster risk reduction management; (vi) Conflict Sensitivity and Peace Building preferred; and (vii) Local government planning process and implementation.

Experience : Three (3) years of relevant and progressive work experience in community mobilization facilitation, community organizing. grassroots training, and/or participatory local governance in community-driven development (CDD) projects preferably with Overseas Development Assistance (ODA) support. Experience in policy and/or business process and manuals development is preferred.

JOB DESCRIPTION

The Project Development Officer IV is responsible to support policy and/or business process and manuals development and implementation of the program focusing on the area of Community Development. Together with the other members of the Policy Development Team, the Project Development Officer IV is tasked to organize the standards for new program or project operations. He/She also undertakes planning, research and analysis to provide strategic recommendations for operational enhancements in the area of Community Development.

Functions and Responsibilities:

1. Develop and finalize the following: 

   a. Contents of the KALAHI CIDSS Proposal on Community Development, Social Process 

     and Safeguards elements; 

   b .KALAHI CIDSS Community Development sub-manuals, guidelines, and business  

     processes (e.g., Framework, Standards, Technical Guidelines, Reporting Mechanisms 

     and Templates, etc.); 

   c. KALAHI CIDSS Devolution Program Plan on Community Driven Development (CDD) 

     Process. 

2. Lead in enhancing and updating the Community Development sub-manuals of KALAHI CIDSS, as needed, and provide guidance in the implementation at the National and Regional levels;

3. Assist in the drafting of the Project Completion Report of KALAHI-CIDSS together with the Policy Development Team;

4. Assist in the drafting of the Monitoring and Evaluation Sub-Sector Manual for the Community Driven Development - Local Economic Development; 

5. Assist in the drafting of the Joint Memorandum Joint Circular (JMC) between DSWD and other NGAs and other DSWD programs necessary for advancement of program goals and objectives; 

6. Consult with National Program Management Office (NPMO) and Regional Program Management Office (RPMO) Community Development Officers regarding policy concerns on social facilitation and community mobilization activities and issuance of guidance notes as needed; 

7. Support the provision of technical assistance to the regional implementers to address issues and concerns around the application of social facilitation and community mobilization standards in Program operations; 

8. Coordinate with internal and external stakeholders regarding national guidelines for community mobilization and community-driven development design and implementation in relation to KALAHI-CIDSS implementation and/or issues; 

9. Assist in the conduct of periodic studies and assessments on how facilitation and community mobilization standards are applied in Program operations; 

10. Prepare technical reports on relevant Community Development status, problem areas, actions taken, and provide recommendations to improve effectiveness, efficiency and management; 

11. Conduct, coordinate, and/or manage meetings, workshops, research, consultations, networking, and other activities necessary to fulfill the job outputs described above; 

12. Report to the office beyond the approved work arrangements that may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities; and

13. Perform other duties that may be assigned by the Supervisor/Manager.

Job Outputs:

1. Community Development including Social Process and Safeguards elements included in new program/project proposals including but not limited to frameworks, standards, tools, etc.; 

2. Development of relevant Community Development sub-manuals, guidelines, and applicable processes of new programs/projects; 

3. Development of the KALAHI CIDSS Devolution Program Manual on Community Driven Development Process; 

4. Enhancement of existing KALAHI-CIDSS Community Development sub-manuals; 

5. Inputs to the draft Project Completion Report of KALAHI CIDSS National Community Driven Development Additional Fund; 

6. Inputs to the draft JMC between DSWD-SLP and BFAR under the Zero Hunger Project;; 

7. Draft M&E in the sectoral sub-manual of CDD-LED; and 

8. Regular and on-demand reports.
