PREFERRED QUALIFICATION STANDARDS
Education : Bachelor's Degree in any of the following fields-Statistics, Mathematics, Development Management, Development Studies, Social Work, Community Development, or degree in other relevant Social Science fields
Training : 16 hours of relevant training
Experience : At least three (3) years of combined experience planning, monitoring, evaluation, research, data analysis, report writing, database management, and implementation of development projects.
Experience in conduct of impact evaluations of projects/programs, community-based/community development projects/programs; project/program management an advantage.

JOB DESCRIPTION
Shall be responsible for policy development and enhancement of monitoring and evaluation policies and guidelines. Develop research agenda, consolidate impact evaluations results as inputs to guidelines. Provide policy inputs to project write ups and reports. Manage third party evaluations and ensure accuracy of outputs aligned to the objective of the program.
Functions and Responsibilities:
A. Policy Development and Project Management:
1. Prepare policy guidelines for monitoring and evaluation;
2. Enhance monitoring and evaluation guidelines and monitoring tools;
3. Provide data needs relative to conduct of studies and evaluation reports;
4. Keep track of results of evaluation and studies as inputs to policy development and enhancement;
5. Prepare reports and presentation materials on Project's status of implementation, specifically on accomplishments to date, gaps and challenges in the implementation, facilitating factors, and next steps forward.
B. Capacity Building and Technical Assistance Support:
1. Orient and/or Train RPMO staff and/or other Project stakeholders on the Project's monitoring, assessment, and evaluation standards and guidelines;
2. Support NPMO and RPMO Project staff on the conduct of capacity building activities and technical sessions as needed, in the capacity of a facilitator, resource person, documenter, and/or secretariat
3. Participate in Monitoring and Evaluation (M&E)-related discussions and activities, especially on targets or activities related to Baseline/Endline Assessments, recalibration of Project targets, updating of the M&E Plan, and designing of research.
C. Monitoring, Reporting, and Feedbacking:
1. Design and/or review and improve Project monitoring tools and monitoring plan, ensuring that these are aligned with the Project's Results Framework and Key Performance Indicators;
2. Review, cross-check and validate data submitted/uploaded, ensuring information and supporting data gathered are correct, complete, and updated, organize technical sessions with the RPMO Project staff to discuss data gathered, concerns needed to be validated, or other concerns related to Project assessment and reporting;
3. Assist the National Program Manager in preparing narrative reports and ensure consistency of data presented and used in the reports being prepared and submitted;
4. Review and provide inputs on the monitoring and assessment plans and reports for submission to and/or sharing with the National Program Manager, other OBSUs requesting for reports, and oversight agencies;
5. Ensure that Project accomplishment reports and similar documents contain the correct and accurate data; are validated and submitted/uploaded in a timely manner, and with complete accompanying MOVs; and
6. Conduct field monitoring visits as needed, to supplement monitoring and feedbacking efforts.
D. Partnership Building and Collaboration
1. Work closely with the NTWG focal for Monitoring and Evaluation in discussing, reviewing, and preparing needed updates and reports, in compliance to the Project's reporting requirements;
2. Coordinate with other National Government Agencies; and
3. Support the National Program Management Office in the leading and/or facilitating of meetings with the NTWG members and 4Ps Beneficiary First Team, specifically on concerns related to Project research and evaluation, data collection and recording, and reporting.
E. Other Tasks
1. Perform the necessary admin tasks to facilitate approval and conduct of planned activities and other targets; and
2. Perform other tasks assigned by his/her supervisor that will contribute to the achievement of targets of KALAHI-CIDSS National Program Management Office, and/or other agreed deliverables/tasks with the supervisor.

1. Monitoring and evaluation policy guidelines as needed;
2. Reviewed outputs of third party program evaluations;
3. Data collection, consolidation and write ups for impact evaluation and studies;
4. Consolidated evaluation results relevant to policy enhancement and development of guidelines;
5. Inputs to monitoring, assessment, and accomplishment reports, as indicated in the Project Operations Manual and/or other guidelines set by the NPMO;
6. Capacity Building and Technical Assistance Plans;
7. Presentation materials for capacity building activities, technical sessions, and/or meetings;
8. Responses to memoranda and other communications from Project stakeholders; and
9. Individual bi-monthly report and individual and/or group field visit reports.
