Job Description

ProSidian Seeks a Cost Allocation Consultant - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices. 

The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation. Key objectives are to integrate and maintain financial management activities, business processes, and customer service using project management, administration, and change management techniques.

Cost Allocation Consultant - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Cost Allocation Initiatives.  This position Provide a full cost recovery charge-back methodology for administrative activities that better integrate service-level transparency, budget execution, and program evaluation in a more systematic and transparent way. Maintain and update the cost allocation models to reflect the evolving cost allocation initiatives.

Key project workstreams align with BPA Statement Of Work Workstreams: 3.10 - Cost Allocation.  The ProSidian Engagement Team shall develop, present, and assist the Fed. Govt. Agency in implementing and maintaining a full cost recovery charge-back methodology for administrative activities managed by the Office of Operations (OO) and the Office of the Commissioner (OC) to better integrate service-level transparency, budget execution, and program evaluation in a more systematic and transparent way. Representative activities may include but are not limited to:

Develop, present and assist the Fed. Govt. Agency in implementing a cost allocation processes, finance methods and governance structures for the direct and the indirect costs, along with the associated protocols, tools, and analytics including executive-level data presentation tools.Recommend and implement an acceptable full cost recovery model and methodology to the approved major offices that will be part of a full cost recovery plan. The plan and methodology will include, but not be limited to an inventory of services, cost drivers and a list of processes per service area.Review existing processes, benchmark against best practices, propose new operating procedures and develop methodologies and tools for analytics in support of cost recovery.Provide advisory and project management support for the Working Capital Fund (WCF) structure.Perform on-going activities to support the OO offices that have previously implemented a cost allocation methodology; to include maintenance and training development on each of the OO/OC Office service-based cost allocation model calculations and budgetary concerns, cost driver data update facilitation and stakeholder issue coordination and response.

Qualifications

The Cost Allocation Consultant - Business Transformation (BT) Initiatives shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

The Cost Allocation Consultant shall be classified under the Labor Categories and Experience of a Federal Financial Analyst II  with professional qualifications that include A minimum of 5 years of experience in accounting operations, accounting reports, financial statements, design and development of automated accounting systems. A Financial Analyst II will have a bachelor’s degree in Business (specializing in accounting and/or finance) and will provide a combination of the following:

Determines cost of operations by establishing standard costs; collecting operational data; identifies financial status; plans; forecasts; budget preparation; recommends action plans; maintains procedural documentation and encourages best practices; increases productivity by introducing automation; protects confidential information; supervises low-level employees. Five or more years performing financial analysis for federal credit agencies and/or financial services institutions.Specific expertise in financial modeling, financial statement analysis, or budgeting and accounting.Supports project by completing project specific tasks that require experience in performing financial analysis.Works with customers to analyze and evaluate all aspects of financial management system and transaction processing requirements.

This work will be performed primarily in CONUS - Silver Spring, MD (Plus Work Remotely)

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the CONUS - Silver Spring, MD (Plus Work Remotely)
