The primary purpose of this position is to serve as a cost analyst in the 88th Air Base Wing financial management office preparing and presenting Cost/Management Assistance Studies, collecting and preparing data for Base Overhead Cost Factor development, as well as reviewing/performing economic analyses of 88th ABW operations. Responsibilities GS-07/09: Perform developmental assignments. GS-07/09/11: Perform recurring assignments. GS-07: Participate in special initiatives, studies, and projects. GS-07/09/11: Prepare written correspondence and other documentation. GS-09/11: Carry out special projects and participates in special initiatives and studies GS-12: Provide financial management and advisory oversight of comprehensive cost and economic analysis efforts to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major and minor facilities, programs and projects. GS-12: Formulate, establish, and implement financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of cost analysis program. GS-12: Responsible for all aspects of the formulation, development, and execution of cost and comparative analysis, economic impact evaluation, budget reporting, requirements planning, and multi-year program efforts required to properly source and meet program resource requirements. GS-12: Represent the organization at all levels within the government and at contractor/industry sites. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.? SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes I have at least 52 weeks of specialized experience equivalent to at least the GS-05 grade level. Examples of creditable specialized experience includes Knowledge of the basic principles, concepts and theories of Financial Management, and the standard practices, methods, and techniques of the occupation sufficient to perform entry level assignments. Basic knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recognize solutions. Ability to plan and organize work and consult effectively with co-workers. OR I have successfully completed 1 full year of graduate level education which is related to this position or I meet the requirements superior academic achievement. (NOTE: transcripts must be provided). SPECIALIZED EXPERIENCE FOR GS-09: I have at least 52 weeks of specialized experience equivalent to at least the GS-07 grade level (or equivalent in an alternate pay system). Examples of creditable specialized experience includes Participates in the development of financial planning objectives by evaluating cost/investment alternatives, budget requirements, etc.; and develops appropriate strategic plans in consonance with Program Management Plans. Prepares action plans for meeting annual data calls, strategic investments in new mission sets, appropriated fund reimbursements, development of requirements for Future-Year Defense Plans (FYDP), and other requirements. OR I have successfully completed a master's or equivalent graduate degree or have successfully completed two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., which is related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position. (NOTE: Transcripts must be provided.) OR I have successfully completed some graduate level education and I have some specialized experience as described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience. (NOTE: Transcripts must be provided.) SPECIALIZED EXPERIENCE FOR GS-11: I have at least one year of specialized experience equivalent to at least the GS-09 (or equivalent in an alternate pay system). Examples of creditable specialized experience includes Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of cost analysis program. Reviews, analyzes, interprets, and implements directives and policy from higher echelons. Establishes and exercises control over the maintenance of a program repository for all financial documents and develops program financial management records of the overall financial status of the program. OR I have successfully completed three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. This education includes one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the one year of full-time study requirement. OR I have some, but less than three full years of specialized experience, and I have successfully completed some graduate level education beyond the two years. Therefore my combination of education and specialized experience provided me with the knowledge, skills, and abilities necessary to do the work of this position. SPECIALIZED EXPERIENCE FOR GS-12: I have at least 52 weeks of specialized experience equivalent to at least the GS-11 (or equivalent in an alternate pay system). Examples of creditable specialized experience is described as: financial management and advisory oversight of comprehensive cost and economic analysis efforts to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major and minor facilities, programs and projects. Responsible for managing internal and external costing requirements for various programs and program support at different phases of design, development, construction, modification, sustainment, or demolition. Analyzes and provides financial input based upon cost analysis principles, modeling and objectives. Financial advisory efforts include all aspects of program planning, budget analysis, and cost analysis for weapon system programs. AND FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the next lower level grade (GS-5 for GS-07, GS-7 for GS-09, GS-09 for GS-11 and GS-11 for GS-12) is required to meet the time-in-grade requirements. Due to the use of 90-day rosters, this period of experience may be completed within 90 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used cost methods, practices, procedures, regulations, policies, and processes to perform cost analysis, economic evaluation, and cost estimating that assist and impact in the formulations, justification, and execution of assign budgets in support of the mission, structure, goals, work processes and programs of assigned organization. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Expert skill in the application of analytical methods and mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses. Ability to gather, assemble, analyze data and make recommendations in developing cost studies and estimates and develop alternatives. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on cost processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
