Responsibilities:
The Cost Analyst SME will support an Army Acquisition Product Manager’s Cost Analyst Team by preparing Life Cycle Cost Estimates, cost models in ACEIT to determine the total costs of the program, Independent Government Cost Estimates, Proposal Evaluation inputs, tasker inputs, and Spend Plans.
The ideal candidate will be able to articulate and defend the cost models, estimates, processes, as well as have recent/relevant experience gained from military/civilian service. The ideal candidate is adept at briefing mid and senior staff personnel.
Responsibilities and Duties:
May include performing parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, and cost-benefit analysis.
Additional support includes, but is not limited to:Setting up cost control system, monitors and controls costs and schedules on contracts requiring a validated cost schedule control system.Performing analyses and preparing reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.Preparing budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles and variance analysis.Preparing program plans to ensure program requirements and statement of work are captured and scheduled.Performing schedule risk assessments to identify and mitigate program cost and scheduling risks.Position requirements:
Develop, update, and maintain Life Cycle Cost Estimates (LCCEs), Program Office Estimates (POEs), and Independent Government Cost Estimates (IGCEs).Evaluate contractor cost data to include Earned Value and Cost Performance Reports.Analyze the following cost elements: labor, travel, materials, other ODC, overhead, G&A and cost of money.Evaluate various Courses of Actions (COAs) in the development of an Analysis of Alternatives (AoA).Defend cost estimating methodologies to senior leadership and Cost Review Board (CRB) members.Translate technical system requirements into cost elements while developing Cost Estimating Relationships (CERs).Analyze historical learning and rate curve data and incorporate methodology into cost estimates.Assist in the development of Contractor Software Data Report (CSDR) plans.Develop Program Objective Memorandum (POM) briefings to include program funding and cost requirements.Qualifications:
Required Education and Experience:
Bachelor’s degree with at least 7 years’ relevant experience.
Required Clearance:
Must have an Active Secret clearance; US Citizenship required.
Required Skills:
At least 3 years’ previous experience in an advanced cost analysis / financial position with 1 year of experience using Automated Cost Estimating Integrated Tool (ACEIT). Experience generating Life Cycle Cost Estimates, Independent Government Estimates, cost input to Acquisition Program Baselines, Business Case Analyst, and Cost as an Independent Variable analysis. Ability to respond quickly and accurately to "What-if" drills concerning program delays, acceleration in schedule, and cuts/increases to the existing funding profile using ACEIT and offline in Excel.Strong skills and depth of experience in the development of an array of alternative solutions for program management challenges relating to cost, schedule, production, fielding and sustainment.Demonstrated experience working individually as well as organizing and facilitating working groups.Ability to prepare detailed written reports and/or briefings suitable for presentation to senior level military and corporate leadershipExceptional written and oral presentation skills, and ability to use Microsoft Office suite of products.Desired Skills:
Program Executive Office Aviation PMO experience, PM experience, Headquarters Staff experience.Experience supporting program budgeting processes with the preparation of POM submissions and P & R-Forms.Acquisition Level III Certification.#LI-Onsite
