POSITION SUMMARY:

The role works under general supervision of the Project Controls Manager. They are responsible for managing the collection of costs for use as actual costs in the Earned Value Management System (EVMS), and for developing and preparing analyses of Vigor Marine projects past, present, and projected financial position. He/she develops tools to monitor the operating and financial performance of multiple company projects. The person produces financial information and analyses. The position has detailed involvement in the compilation of project cost and budget data.

 

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

Prepares, calculates, coordinates, and maintains internal budgets. Consolidates business unit-wide information and produces various financial reports while ensuring data integrity.Assists with project cost performance reporting and ensure internal financial controls processes. Assists with preparing, developing and inputting project controls data.Analyzes variances of actual expenditures vs. budgeted for multiple projects, identifying key variances and tracking corrective action. Provides Estimate At Completion (EAC) projections, updates, and analysis utilizing Earned Value Management Systems (EVMS) practices.   Prepare and present weekly and monthly variance reports.Prepares customer invoices and supporting documentation. Inputs data into existing company ERP.Verifies that all credit card statements, expense reports, and invoices are coded properly in accordance with the project Work Breakdown Structure and Cost Breakdown StructureDirect and regular contact with project team members and suppliers in order to ensure the proper coding of their time charges, and travel expenses.Interface with Accounts Payable regarding any incorrect invoicing, in order to ensure that future invoicing problems do not occur.Create and manage project processes for vendor invoicing receipt, review, authorization, and payment, including routing and management of invoices in IFS through applicable project level approvers.When applicable, verifies that all accruals are coded properly in accordance with the project Work Breakdown Structure and Cost Breakdown Structure.Setup and maintenance of project activities in IFS software in accordance with the Work Breakdown Structure and Cost Breakdown StructureResolves identified issues and communicate results of review to team for billing preparation and reporting, and assists with production and submittal of Customer invoices.Supports Project Managers in understanding labor hour trends, committed and booked costs, and variances to production plan.Assists with procurement issues as needed.Researches, collects, and analyzes data for project cost implications. Clearly presents general and detailed financial analysis. Prepares and presents analyses of Project Management Team requests as required.Prepares periodic financial reports. Creates and updates ad hoc financial models and measurement tools as required. Provides periodic financial information as scheduled. Performs analytical projects and participates in projects as requested. Translates data into information.

 

JOB SCOPE:

This position functions within the general parameters of the financial and accounting policies of Vigor Industrial and within Vigor Marine project controls policies.

 

SUPERVISORY RESPONSIBILITY:

This role does not have staff directly reporting to it, however does interact closely with various managers and staff throughout the business unit to obtain necessary inputs and information in executing its own deliverables. 

 

INTERPERSONAL CONTACTS:

Interact on a day-to-day basis with Vigor Industrial management, including the Project Controls Manager, as well as with the managers and staff of the program teams, business offices, and support departments.Interact on a frequent basis with the Vigor Industrial corporate Finance & Accounting team, including the Sr. VP of Finance, Controllers, and other Accounting staff to communicate, report, and resolve matters having implications to the consolidated company. 

 

KNOWLEDGE SKILLS AND ABILITIES:

IFS, P6, and/or other enterprise resource planning (ERP) system experience (preferred).Possess strong computer spreadsheet, word-processing, and database skills.Expert level Excel skills required (including advanced formulas and pivot tables).Ability to perform in depth analyses and reviews of data from multiple sources.Analytical ability to research problem areas and make conclusions.Outlines and presents general and detailed information clearly and concisely.Knowledge of operations and project management.Ability to work within tight schedules and complete assigned work on time.Exercise sound judgment, work well independently, prioritize duties and follow through tasks to completion.Well organized, detail oriented, and customer (internal and external) focused.Have a solid understanding of Finance and Accounting.Have a solid understanding of Project Controls.Excellent interpersonal and communication skills, both oral and written, for constant interaction with all departments, employees and outside customers.

 

EDUCATION AND/OR EXPERIENCE:

AA in Business or related required.BA/BS Degree in Business (emphasis in Finance or Accounting) or Engineering preferred (may be substituted with general business degree and appropriate level of experience).Three years of experience in financial modeling and analysis, budgeting, and/or accounting, preferably in a project based environment.Alternatively, equivalent years of operational management or project management may be considered. Demonstrated ability to manage financial performance of projects, analyze business problems, and communicate results of analysis. Advanced spreadsheet and database query tool experience required.EVMS (Earned Value Management Systems) experience desired.

 

CERTIFICATES, LICENSES AND REGISTRATIONS: 

PMP preferred.U.S. Citizenship required for U.S. Navy work.

 

PHYSICAL DEMANDS:

Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. The person may be need to work more than 8 hours a day and/or on weekends. Good finger, hand and wrist dexterity required for extensive computer operations is required. He/she may spend extended periods of sitting in front of a computer terminal entering/manipulating data. The person may be required to lift up to 20 pounds. There may be out-of-town travel (including air travel) up to 5% of the time with notice. WORK ENVIRONMENT:
