JR63266 Cost Engineer

Key Responsibilities:

1. Cost Tracking and Reporting:
   - Develop and Implement Cost Control Systems: Establish comprehensive systems for tracking project costs from initial budgeting through to project completion. 
   - Monitor Expenditures: Track actual costs and forecast future expenditures, ensuring that spending aligns with the project budget.
   - Maintain Detailed Cost Records: Keep meticulous records of all project costs, including labor, materials, equipment, and contractor expenses.
   - Earned Value Management (EVM): Use EVM or similar methodologies to assess project performance in terms of cost and schedule.
   - Cost Reporting: Generate and present weekly and monthly cost reports, providing accurate and actionable insights to project teams and senior management.
   - Cost Variance Analysis: Identify, analyze, and report variances between budgeted and actual costs, investigating causes and proposing corrective actions where necessary.

 2. **Budget Management:
   - Establish Initial Budgets: Develop and implement detailed project budgets in coordination with local teams and global stakeholders.
   - Continuous Budget Oversight: Monitor the adherence to approved budgets, ensuring that all costs are within the established budget limits. This includes overseeing changes in scope, unexpected costs, and budget reallocations.
   - Cash Flow Management: Work with finance teams to forecast and manage project cash flow requirements, ensuring that Micron’s financial interests are protected at all times.
   - Contingency Management: Set up and manage contingency budgets for unforeseen issues and cost overruns, ensuring appropriate approvals for contingency spend.

3. **Cost Estimation and Forecasting:
   - Pre-Construction Cost Estimation: Collaborate with design and engineering teams to provide accurate cost estimates for all project phases, from conceptual design through to execution.
   - Ongoing Cost Forecasting: Continuously update cost forecasts based on actual spend and project progress, providing real-time insights to project teams.
   - Scenario Planning: Conduct “what-if” cost analyses to evaluate the potential financial impacts of changes in project scope, schedule delays, or market fluctuations in material prices.

4. Vendor and Contractor Management:
   - Contract Review and Cost Control: Participate in the review of vendor and contractor bids, ensuring that cost control measures are included in contracts and purchase orders.
   - Payment Verification: Collaborate with procurement teams to verify that payments to contractors and vendors are accurate, justified, and aligned with the progress of work.
   - Change Orders: Evaluate the financial impact of change orders or claims submitted by contractors, ensuring all changes are in line with project scope and budget.

5. Risk Management:
   - Cost Risk Identification: Identify and evaluate potential cost risks throughout the project lifecycle, including supply chain disruptions, labor shortages, and material price fluctuations.
   - Risk Mitigation Strategies: Develop and implement strategies to mitigate financial risks, including the use of fixed-price contracts, alternate material sourcing, or value engineering.
   - Contingency Planning: Ensure contingency budgets are appropriately managed and communicated to stakeholders to cover unexpected expenses or scope changes.

 6. Liaison and Communication with Local and Global Teams:
   - Collaborate with Local Cost Teams: Work closely with local cost engineers, quantity surveyors, and construction teams to ensure alignment on cost tracking and reporting methodologies.
   - Act as a Liaison Between Global and Local Teams: Ensure smooth communication and coordination between Micron’s global project management and finance teams and local construction partners, vendors, and contractors.
   - Management Reporting: Provide clear and concise cost reports and financial updates to Micron’s senior management, highlighting any cost risks, overruns, or savings opportunities.

 7. Compliance and Auditing:
   - Ensure Financial Compliance: Ensure all financial activities adhere to Micron’s internal policies, local laws, and international standards related to construction and project management.
   - Internal and External Audits: Coordinate with internal and external auditors to ensure that all financial transactions and cost reporting activities are properly documented and compliant with industry standards.

8. Continuous Improvement:
   - Process Optimization: Drive continuous improvement in cost management processes, including standardizing reporting templates, improving cost forecasting accuracy, and streamlining vendor payment processes.
   - Best Practices Development: Contribute to the development and documentation of best practices in cost engineering and budget management for use across Micron’s global projects.
   - Post-Project Analysis: Participate in post-project cost reviews and lessons-learned workshops to refine cost estimation and control processes for future projects.

Qualifications:
Experience:
   - 5+ years of experience in cost engineering, cost estimation, or financial management for large-scale construction projects, preferably in semiconductor fabs, cleanroom facilities, or other high-tech manufacturing environments.
   - Proven track record in managing complex budgets for multi-million-dollar construction projects.
   - Experience working on global construction projects and familiarity with international cost control standards and practices.

Technical Skills:
   - Cost Control Software**: Proficiency with cost management software such as SAP or CALM
   - Data Analysis Tools: Familiarity with tools such as Excel,Power BI, and Tableau for financial data analysis and cost forecasting.
   - ERP Systems: Experience in working with enterprise resource planning (ERP) systems for financial management and project control.
   - Contract and Procurement: Strong understanding of construction contracts, procurement processes, and contract negotiation, particularly with respect to cost implications.

Soft Skills:
   - Attention to Detail: A strong focus on accuracy and detail in all aspects of cost tracking, budgeting, and reporting.
   - Analytical and Problem-Solving Skills: Excellent analytical skills, with the ability to identify cost-saving opportunities and mitigate financial risks.
   - Communication and Collaboration: Strong verbal and written communication skills, with the ability to effectively communicate financial data and insights to both technical and non-technical stakeholders.
   - Leadership and Influence: Ability to lead cross-functional teams in cost control initiatives and to influence decision-making through data-driven insights.
   - Cultural Sensitivity: Experience working with cross-functional teams across multiple geographies, with an understanding of different cultural approaches to project management and cost control.
