The Cost Management team is a pillar within the CO+I Global Project Controls (GPC) team and serve as trusted advisors to the Data Center delivery teams, finance and senior leadership. The Cost team is looking for a **Cost Management Governance Technical Program Manager** , to lead high-impact, cross-functional initiatives to advance the organization’s efficiency and accuracy through global compliance. This role will work on program and process development, drive the implementation of new requirements, and monitor and maintain existing processes. Key responsibilities include collaborating with senior leadership, internal teams, and external stakeholders to drive performance improvements, identifying and resolving potential risks, and maintaining global compliance standards.
**This role is located either in one or all hub locations: Atlanta, GA, Phoenix, AZ, Redmond, WA, San Antonio, TX, or Washington, DC.** Relocation support will be provided, and successful candidates must relocate or reside within 50 miles of the hub office location. This role is eligible for hybrid or remote work, up to 100%.

**Responsibilities**
As a Technical Program Manager for Cost Management Governance, you will drive the development and execution of business critical processes within Global Project Controls for data center capacity delivery in CO+I. Your responsibilities will include:
+ Lead initiatives from planning to execution by working closely with business stakeholders and Cost Managers. Build the vision for the business area, participating and driving discussions, defining the to-be state for business processes.
+ Develop clear roadmaps, balancing business, technical, and experience considerations
+ Develop process workflows, operating procedures and training materials as part of the core deliverables to drive global compliance.
+ Own oversight and reporting to leadership teams for program level progress including the development of KPI’s.
+ Support data migration efforts, provide guidance, monitor progress, and foster a culture of data stewardship and collaboration.
+ Identify complex opportunities and gaps across multiple processes, then collaborate with stakeholders to evaluate opportunity, define solution options, and propose a roadmap.
+ Partner with the Reporting and Analytics and the Digitalization teams within Project Control to design technical solutions across feature areas. Identify risks and propose data-based mitigations.
+ Define success criteria and create relationships for implementing features for complex cross-functional projects. You’ll coordinate and ensure alignment across organizations.
+ Support program governance through development and delivery of process training and conducting internal team audits to ensure compliance.
+ Drive continuous improvements by validating use cases and writing test cases.
**Qualifications**
**Required Qualifications:**
+ Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 5+ years related experience in construction project management or project controls role
+ OR equivalent experience.
+ Experience applying project controls principles combining cost and schedule impacts to projects, cost management, estimating, scheduling and change control.
**Other Requirements**
+ Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check:
+ This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
**Preferred Qualifications:**
+ 7+ years experience working on data center projects.
+ Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 8+ years related experience
+ OR equivalent experience.
+ 3+ year(s) experience managing cross-functional and/or cross-team projects
+ Demonstrative ability to generate descriptive and predictive insights from data via analytic methods.
+ Advanced experience with production applications such as MS Office (Specifically Excel), SharePoint, Visio, Python & Power BI
+ Effective communication and interpersonal skills, written and verbal.
+ Team player, self-driven and good in high pressure situations.
Construction Project Management IC4 - The typical base pay range for this role across the U.S. is USD $94,600 - $183,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $122,000 - $200,500 per year.
