SALARY RANGE (Grade 13) CSA255: $70,654.35 - $105,981.51 (Commensurate with experience)

GENERAL STATEMENT OF DUTIES:

The Counsel plays a critical role in the audit process within the Office of the State Auditor. The primary responsibility of this position is to partner with the audit teams from start to finish to effectively frame audit objectives, provide continuous feedback, and meticulously review audit documents and drafts to ensure accuracy, completeness, and adherence to professional standards.

SUPERVISION RECEIVED:

Work under the direction of the Deputy Auditor and General Counsel.

DUTIES AND RESPONSIBILITIES

• Advise audit staff on legal matters by interpreting laws, rules, regulations, policies and judicial or quasijudicial decisions and opinions related to audits and audit topics.

• Provide critical thinking and analysis to audit teams as they develop audit plans and methodologies.

• Provide feedback to the audit team as to the audit implementation work plan.

• Responsible for examining audit workpapers, including financial statements, supporting documentation, analyses, and conclusions, to identify and assess potential risks in audit processes and findings, and recommend mitigating strategies.

• Thoroughly review and edit draft audits to ensure accuracy, clarity. and compliance with Generally Accepted Government Auditing Standards (GAGAS) and OSA policies.

• Identify and communicate any deficiencies or areas for improvement, providing clear, concise, and actionable feedback to audit teams to enhance the quality of their work.

• Work collaboratively with audit teams to address questions or concerns that arise during the review process.

• Ensure the final audit communicates audit results and recommendations clearly and effectively to all intended audiences.

• Prepare and present detailed reports on audit quality and performance as required.

• Stay abreast of current auditing standards, regulations, and industry best practices.

• Maintain the highest level of confidentiality regarding sensitive financial and operational information.

• Perform other related duties as assigned.

This role requires exceptionally strong writing and analytical skills, and attention to detail. The successful candidate must possess:

• Juris Doctor (J.D.) degree from an accredited law school.

• Strong analytical and critical thinking skills.

• Excellent written and verbal communication skills.

• Meticulous attention to detail.

• Ability to work independently and as part of a team.

PREFERRED QUALIFICATIONS:

• Experience as a judicial clerk.

• Law Review participation.

• Prior experience or degree in auditing, accounting, or a related field.

Salary is commensurate with experience.
