History of Porterville College: 

Porterville College was established in 1927 as a part of the Porterville Union High School and College District and has been a unit of the Kern Community College District since July 1, 1967. Porterville College is the northernmost college in the Kern Community College District, which serves an area of some 24,000 square miles in all or portions of Kern, Tulare, Inyo, and San Bernardino Counties.

Porterville College is a federally designated Hispanic-Serving Institution (HSI), providing educational opportunities for approximately 4,500 full and part time students each year. Our College has been serving the community and providing quality education since its founding.

Porterville College was recently the recipient of the MacKenzie Scott Foundation award and recognized as one of the “Teams Empowering Voices the World Needs to Hear”

About the Porterville Community:

Porterville lies against the foothills of the Sierra Nevada Mountains in southeast Tulare County. It is the gateway to a vast mountain wonderland and recreational area. Residents enjoy magnificent views of snowcapped mountains in the mild winter while basking in the sun during the hot summer months. There are recreation activities at Lake Success, plenty of outdoor activities in the mountains, and ample family activities year-round and

Porterville is centrally located between southern and northern California metropolitans, with a three-hour drive to Los Angeles and a four-hour drive to San Francisco. It is within three hours commuting time to the seashores of the Pacific. With the lower cost of living and central location in California Porterville is a great area to live.

Representative Duties

The Disability Resource Center (DRC) department provides a wide range of support services and instruction which are in addition to those offered to the general student population including, but not limited to: specialized counseling, adaptive testing, sign language interpreting, alternate media, registration assistance, adapted physical education, reader services, and specialized equipment. This assignment is to maintain and further develop counseling services for students with a wide variety of disabilities, including, but not limited to, physical, learning disabilities, speech and language impairments, acquired brain injury, hearing loss and psychiatric disorders.

The successful candidate will be expected to provide disability-related counseling and guidance to students with disabilities; liaison with the Department of Rehabilitation (DOR) program to link services to students with disabilities who are also involved in the DOR program; work closely with students to determine appropriate academic adjustments and support services; assist students in the selection of a course of study, major, or certificate program; be familiar with assistive technology and alternate media in order to make recommendations for student accommodations; provide consultation to other faculty and staff; maintain current and up-to-date anecdotal records of individual counseling sessions with disabled students; perform outreach services to local high schools and other agencies in the community, including DOR; when appropriate work with parents and advocates of students with disabilities; develop and/or implement Student Educational Contracts, including ongoing needs assessments and assistive devices that are pertinent to students with disabilities; evaluate and document student progress; refer students to appropriate on- and off-campus services; and work closely with other campus representatives to maintain and improve campus accessibility in programs and facilities; and collegial participation in departmental, college and discipline-specific professional activities.

The candidate may be expected to provide teaching strategies for college success and career search related courses, depending on experience, background and institutional need. This assignment may include day or evening counseling, weekend outreach events, and using multiple counseling methodologies; developing and revising curriculum; and using computer and multimedia.

Under the direction of the Dean of Student Success and Counseling or designee, the Counselor assists students to fulfill their maximum potential; assessing student learning outcomes; maintains a thorough and up-to-date knowledge in their professional responsibilities; utilizing current technology in the performance of job duties; maintaining standards of professional conduct and ethics appropriate to the professional position; assisting with curriculum review; serving on college committees and participating in faculty governance.

Minimum Qualifications

Possession of a Master’s degree, or equivalent foreign degree, in rehabilitation counseling,

OR Possession of a Master’s degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a Bachelor’s degree in marriage and family therapy or in marriage, family, child counseling possession of a license as a Marriage and Family Therapist (MFT);

AND - Either fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, or completed of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a post-secondary Disabled Students and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities, or two years of fulltime experience, or the equivalent, in one or more of the following;• Counseling for students with disabilities; • Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent
OR – The equivalent. Certain combinations of education, experience, and other accomplishments in the field may be judged as equal to the stated minimum qualifications for these positions. Provide professional learning workshops for staff, faculty, and community.
Provide services to meet students’ education goals such as degree or certificate, transfer, vocational, skills building, and/or professional development.
Advises, assists and evaluates student performance and learning outcomes.
Maintains and submits accurate student records in a timely manner as required.
Participates in program activities, including program planning, new teaching and learning methods, and resource development.
Knowledge of and skill in use of computer technologies of educational purposes, including computer-based learning.
Commitment to the counseling profession, its goals and ideals, and enthusiasm for the mission of Porterville College Participates in college professional or shared governance committees and in departmental activities such as student success, student equity efforts, and guided pathways.
Evidence of commitment to professional growth and service with may include, but is not limited to presenting workshops, attending conferences or training, development of curriculum and instructional materials, membership in school/college committees or production of classroom-based research, membership in professional organizations; curricular redesign and development, intervention and crises support teams, recruitment, orientation activities, etc.
Assist students with disability management, coping, and problem-solving techniques Contributes to development of program policies and procedures.
Ability to communicate and collaborate effectively and professionally with the campus. Studying the needs, interest abilities, achievements, and aptitudes of students with disabilities, and recommending appropriate learning strategies and academic adjustments for students.
Actively engages in community outreach with K-12 districts, community organizations and partners, and prospective students, providing information on support services and educational opportunity available through the District.
Maintains appropriate standards of professional conduct and ethics.
Understanding as the recognition of historical and systematic disparities in opportunity and outcomes and providing the resources necessary to address those disparities.
An equity-minded counseling approach focused on creating a welcoming and inclusive space that support student engagement and success.
Working knowledge of Sections 504 and 508 of the Rehabilitation Act, Americans with Disabilities Act and other disability legislation at State and Federal levels affecting the provision of disability services at a California community college.
Experience working with academic, learning, and career assessment instruments.
Perform other duties as assigned.
