The Country Coordinator serves on a regional or functional team in the Regional and Global Issues, division of F, and serves as an advisor on issues and programs related to (1) assigned countries in a geographical region and/or (2) assigned functional/pillar bureaus.

Responsibilities
Assists with and serves as an F point of contact for assigned countries or programs in the relevant State and USAID regional bureaus or assigned functional/pillar bureaus and other offices that request and receive foreign assistance funds, to include countries or issues with significant national security or policy interests
Ensures assigned bureaus or offices are compliant with F requirements
Provides guidance to assigned bureaus or offices on budget formulation, execution, and other related processes
Reviews and advises on programs, strategy, and program planning
Prepares analyses of assigned bureau/offices programs and budgets
Advises F leadership on issues related to assigned client bureaus or offices
Serves as the subject matter expert on the programs and funding issues of the assigned countries, bureaus, and/or offices within F and for the interagency community
Tracks and analyzes assigned client’s bureau/office funding and programs at both the budget formulation and budget execution stages, as well as throughout the year
Based on knowledge of programs and the budget process, drafts for approval potential solutions to meet funding requirements within budget constraints
Tracks and analyzes legislation related to the programs of the assigned client bureaus/offices
Assists with strategy development at the country, regional, and global level
Initiates dialogue affecting foreign assistance programs and policies for the assigned client bureaus/offices
Provides guidance to other parts of F on programs and processes related to the assigned client bureaus/offices
Conducts, in a support role, outreach and maintains relations with stakeholders within and outside the U.S. Government, including the interagency and Congress
Prepares analysis related to the programs of the assigned client bureaus/offices
Serves, in an advisor only status, to their immediate team for larger F-wide activities and projects
Contributes to research and analysis projects
Presents training briefings on the role of F to other offices
Maintains understanding of other portfolios on their immediate team to back up absent team members and support team during particularly busy times
Qualifications
The position requires a bachelor’s degree; master’s preferred with a minimum of 5 years of relevant professional experience or the equivalent combination of education and professional experience.
Knowledge of international relations
Knowledge of USG foreign policy and familiarity with the Department of State and/or USAID
Knowledge of USG foreign assistance programs and institutions and familiarity with the federal budget process
Ability to analyze data and present it in a concise understandable format
Ability to work independently and to interact effectively with colleagues at many levels of multiple bureaucracies
Ability to build consensus among and resolve differences between parties with different interests and perspectives
Skills in oral and written communication to prepare recommendations and reports, provide guidance, solicit information, and propose solutions
Ability to develop spreadsheets and databases
Experience in Foreign policies and international relations preferred
Active Secret clearance
