Country Technical Advisor - Togo/Benin

Project Summary: 

Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.

Position Summary: 

Tetra Tech is recruiting a Country Technical Advisor (CTA) who will report to the Senior Technical Advisor (STA) and liaises with the Outcome Leads, Mission, Government, and regional organizations. The CTA will identify project activities and work with Objective Leads, PACO, Missions, and country partner entities to secure buy-in, design activities, mitigate potential conflict of interest, and deploy technical and access-to-finance expertise. This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be eligible to work in Togo/Benin. Regional travel in country and to project office in Ghana will be required.

Position Responsibilities:

Overall management and achievement of project objectives in target country. Support technical leads to design, supervise, and/or coordinate technical services and activities in the target country. Coordinate with Guiding Principles Lead to effectively integrate gender and social inclusion, localization, climate change, reaching underserved markets, capacity building and other guiding principles throughout all aspects of EWA implementation. Maintain strong relationships with relevant organizations including government entities, development partners, private sector companies and associations, academia and civil society. Provide thought leadership and advance outreach efforts. Regularly liaise with USAID and U.S. Government agencies. Contribute to a series of reporting including weekly, monthly, quarterly and annual reports as well as monitoring and evaluation tools. Support other EWA activities as needed.

Minimum Qualifications

Bachelor’s degree in economics, engineering, finance, or other relevant field, particularly in energy sector. A master’s degree is a plus. 8 years of relevant experience, working in the energy sector and at least 4 in target country Knowledge in a wide range of topics and expertise in at least three, including on grid densification and expansion, customer regularization, electricity loss reduction, distributed and off-grid renewable energy solutions, energy sector laws and regulations, renewable and non-renewable generation, transmission and distribution infrastructure, energy sector planning. Familiarity promoting gender equality and social inclusion in the energy sector Strong organizational and interpersonal skills and ability to solve complex problems with a localized approach as well as excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships Strong verbal and written English communications skills.  Proficiency in French.

Valued Qualifications:

Previous experience with USAID and Power Africa, and/or with donor agency programs Experience in the productive uses of energy (solar irrigation, cooling, electric mobility and electrification of small and large industrial and commercial businesses) Experience in improving the quality of social services (education and clean water provision) Experience promoting gender equality and women’s empowerment in the energy sector.
