The Terrestrial Programs Unit exists to preserve, protect and enhance wildlife components of terrestrial ecosystems through planning, analysis, research, implementation of programs, and evaluation of terrestrial populations and habitats. The work unit sets guidance and direction on wildlife data collection and analysis, and provides technical analysis and expertise to inform policy and management decisions.
Description of Job
The Senior Terrestrial Data Analyst leads CPW’s statewide activities in terrestrial wildlife data management, analysis, and reporting. This position provides strategic direction and oversight for the Terrestrial Data Team. This requires balancing resources, priorities, and capabilities to ensure timely and high-quality deliverables. The ideal candidate will combine team leadership abilities with strong technical expertise and strategic thinking.
As a technical leader, this position designs and maintains data management tools and systems for terrestrial wildlife data; it develops and implements data protocols and security measures; it designs tools necessary to analyze and evaluate wildlife management and research programs; it cooperates with staff from multiple CPW branches to create procedures to integrate and manage data into various agency systems; it directly manages data through data entry, data validation, error correction, and data standardization; it monitors functionality of data systems and troubleshoots and corrects associated problems; and it maintains backup procedures to ensure recovery of information in the event of a system failure; it then innovates to create more efficient and effective data systems.
In terms of strategic management, the position evaluates and advises on proposed changes in CPW policies, procedures, and regulations; it oversees contracts, manages vendor performance, and directs data exchanges for major programs; it establishes and maintains relationships with data managers within CPW and in other states to monitor developments to implement relevant technological advances, where possible, to maintain and enhance our data systems.
Position duties include but are not limited to:
Administration of Data and Data Systems
Directs the development, maintenance, and enhancement of data management software systems, particularly focusing on harvest and participation surveys, mandatory reporting, and hunt code maintenance. It compiles, organizes, stores, analyzes, and reports population inventory, harvest, and hunting participation data for terrestrial wildlife species using appropriate database software. Consolidates, maintains, and analyzes hunting and customer data from the Division licensing system and other agency systems, while providing strategic guidance on data processes and standards for managing Division customer information..
Coordinates innovation and modernization efforts both by staff and through projects with outside vendors. Evaluates and advises on policy and system changes related to hunting licensing and wildlife management. Interfaces with existing agency networks and servers and works closely with Office of Information and Technology (OIT) staff. It also manages contract programmers for Terrestrial Section data systems. Is responsible for ensuring optimal software performance and maintaining robust backup procedures. This system requires interfacing with existing agency networks and servers.
Harvest and Participation Surveys
Coordinates and oversees harvest and participation surveys such as the Big Game Harvest Survey, while managing associated contracts and vendors. Collaborates with statisticians, Division biologists, and research personnel to identifydata needs for wildlife population modeling. Identifies deficiencies, analyzes problems, develops or modifies programs to improve system operation. Collaborates with biologists, research personnel and statisticians in designing studies; coordinates and consults with statisticians to determine sample size and survey procedures; evaluates accuracy, precision and biases of current inventory methods and alternative methods of inventory or harvest surveys; and reports harvest summaries both internally and externally.
Mandatory Hunting Reporting System
Maintains and enhances mandatory hunting reports database software; manages mandatory check, mandatory report, conflict, drug use, and marked animal data. Designs and provides guidance on systems, processes and standards for managing sample collection during animal marking and mandatory checks (e.g., ear tags, collars, PIT tags, etc.). Evaluates and advises on policy, program and system changes related to marked animal, conflict, and mandatory report management. Establishes processes for integrating law enforcement documentation with conflict and mandatory report data, while ensuring comprehensive backup procedures. Ensures system backup procedures are fully met to ensure recovery of mandatory reporting information in the event of electronic system failure. Coordinates with Office of Information and Technology (OIT) staff and manages contract programmers and vendors on Mandatory Hunting Reporting data system and application work.
Implementation of Hunting Management and Policy
Serves as CPW’s subject matter expert on Colorado's big game data management systems and hunting policy implementation. This role provides strategic consultation on data architecture, analysis protocols, and system integration. Its expertise and guidance directly influences the management and sharing of big game data. It designs, manages and coordinates the implementation of hunting management systems including hunt codes, quotas, harvest limits, and season structure. It provides unique expertise in testing and administration of these to the License, Reservations and Customer Operations Section.
Coordinates with various Division sections (Licensing, Policy and Planning, Regulations, Brochures and Office of Information and Technology (OIT)) to develop, summarize, and report hunting management proposals and approved policies. It also monitors proposals for consistency with current policies, regulations, published materials, Hunt Code Maintenance and the Division licensing system. Develops and maintains systems for reporting data to and collecting population management data from biologists, while coordinating with Terrestrial staff to enter hunting season proposals and wildlife population information into the appropriate Division systems.
Analysis and Reporting
Analyzes inventory, harvest, and hunter participation data and prepares summaries for publication in annual harvest reports. It generates standard reports such as objective sheets, detailed harvest summaries, annual herd management summaries and Federal Aid report data for Terrestrial staff. It designs, programs, and provides reports on hunting seasons, quotas, harvest limits, vouchered hunts, and youth hunting opportunities for other Division sections such as Licensing, Policy and Planning, Regulation Brochures, and Hunter Education. It is responsible for programming, composing, and disseminating custom analyses and reports for CPW staff, the Parks and Wildlife Commission, Colorado Legislature, media inquiries and Colorado Open Records Act (CORA) requests.
Builds and maintains custom SQL Server databases, stored procedures, and code tailored to the specific needs and objectives of each program, while maintaining standards or organization and structure across programs to optimize efficiency. It executes complex queries in order to provide data summaries, reports, and input files for further analysis to terrestrial personnel in an efficient and repeatable manner. It develops innovative solutions for data storage, management, and retrieval, and creates custom methods for data access and reporting to improve organizational efficiency .
Supervision
Provides leadership and oversight to the Terrestrial Data Team, setting priorities and delegating work assignments to meet deadlines. Leads time management and task management of 2 Data Manager IIIs, the Scientific Programmer IV, and temporary staff.
Assigns and reviews work, develops annual performance plans with staff, monitors and provides feedback on performance throughout the year, and completes annual evaluations of employee performance. Coordinates special assignments and functions within the work unit, recommends hiring of employees; and minimizes disruption associated with staff vacancies and plans for succession.
Special Projects and other duties as assigned
Required to perform other job-related duties needed to help implement Terrestrial Programs Unit and Division missions. This has included developing a sectionwide shared google drive to improve collaboration and data sharing. It has also included innovation to improve and modernize current systems and procedures to increase product quality and team efficiency, and developing a draw simulator to enable financial analyses of potential policy decisions.

Eight (8) years of relevant experience in Wildlife Biology, Wildlife Ecology, Wildlife Management, Database management, Data Analysis, Computer Science, and/or an occupation related to the work assigned to this position
OR
A combination of related education in Wildlife Biology, Wildlife Ecology, Wildlife Management, Database management, Data Analysis, Computer Science, and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.
Preferred Qualifications:
