Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the U.S. Army Corps of Engineers, Memphis Operations Division, Physical Support Branch, Revetment Section. Duty Station: Memphis, TN. Responsibilities Operate and/or repair machines, such as road graders, tractors, bulldozers, mowing machines, trucks, winches, pumps, and allied equipment used in levee and earthwork construction and other flood control activities. Assigned to projects that require that use of the dragline bucket attachment and is predominately on the types of crane operations specified. Responsible for complete operation and maintenance of the crane and the safety with which operations are accomplished. Coordinate on planning work projects, including how it will be accomplished and the methods and procedures to be employed. Work on various construction work, such as hauling operations where trucks or other types of equipment are loaded from borrow pit by dragline. May be the shift operator of the Whirley mat loading crane which is the primary piece of operating equipment of the Mat Loading unit. Requirements Conditions of Employment Qualifications This announcement establishes a pool of candidates to fill current and future positions. We accept applications continuously during the open period of this announcement. The first cut-off date for reviewing applications and referring candidates will be 17 December2024. Schedule: During the Revetment season, typically June through December, all Revetment employees, including this position, travel in various locations along the Mississippi River. The employees work 12 workdays on & have 2 days off. Employees will be on TDY & will lodge in hotels within the vicinity of the work area. During the work season this position works typically a 10-hour shift. During the non-Revetment season, the crew works at Ensley Engineer Yard, Memphis, TN, on either a 5-day/8-hour or 4-day/10-hr. Can be assigned to work on Hired Labor projects. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Crane Operator without more than normal supervision. 1 operating a mobile crane to pick up, position, and/or lower objects and performing minimum preventative maintenance on mobile cranes (or equivalent experience).- Failure to meet this Screen Out Element will result in an ineligible rating. Qualified by a USACE qualifying official on Link Belt Crawler type crane with 100 ton rating capacity OR Possess a crane certification from an accredited crane certification agency with "Large" designation in the practical exam and "Lattice Boom Crawler" designation for the written exam. (MUST BE ATTACHED) PHYSICAL EFFORT: Exerts heavy effort in manipulating various levers, clutches, and brakes. Is subject to strain caused by crane vibrations and from jerking and jolting motions while lifting and moving loads. Occasionally moves objects such as hooks and cables weighing up to 50 pounds. Must make continual control changes to maneuver crane and load around obstructions and to position load or equipment at a precise location. WORKING CONDITIONS: Works primarily from inside a cab on day or night operations. Is subject to noise resulting from operation of large electric motors,' gears and drag and hoist drums, which carry 1-1/2 and 1-3/4 inch steel cables. Performs work under changing weather conditions. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct Deposit of Pay is required.
