Project Summary:
The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:
The Creative Hub Team Leader for the Russian Language Communications Team will contribute to MRI’s efforts to support implementation of strategic communications. The Creative Hub Team Leader will oversee and coordinate the efforts of the Creative Hub Team to ensure seamless collaboration and effective delivery of visual and written content that supports the government's communication goals. This is a short-term assignment with an expected level of effort of 65 days. The position will be based in Chisinau, Moldova.
Responsibilities:
Plan and prioritize creative projects specifically for the Russian-speaking audience, ensuring that each team member is assigned tasks aligned with their expertise and workload capacity. Set clear objectives and timelines for each project, with a focus on meeting the communication goals and campaign schedules tailored to the Russian-speaking audience. Foster a collaborative atmosphere within the team, encouraging open communication and the exchange of ideas to enhance creativity and effectiveness. Coordinate the efforts of the Photographer, Videographer, Graphic Designer, and Copywriter to ensure a cohesive approach to creating visual and written content in Russian. Oversee and review the team's work to maintain high standards of quality, consistency, and alignment with the government's communication guidelines, specifically for Russian-language content. Provide constructive feedback and guidance to team members, encouraging continuous improvement and professional growth within the context of Russian-language projects. Address any challenges or obstacles faced by the team, offering support to resolve them efficiently and effectively. Provide creative direction and vision for each project, ensuring that the team's work aligns with the overall communication strategy and reflects the government's brand identity, specifically for the Russian-speaking audience. Manage resources effectively, including budget allocation, equipment, software, and external service providers, to optimize the outcomes of projects focused on Russian-language content. Report regularly on the progress of Russian-language projects to relevant stakeholders, including government officials or communication teams, ensuring transparency and accountability. Mediate and resolve any conflicts or issues that may arise within the team or between team members and other stakeholders, particularly in the context of Russian-language content creation. Identify training and development opportunities for team members to enhance their skills and expertise in Russian-language content creation and communication. Lead by example, demonstrating professionalism, integrity, and a strong work ethic to inspire the team to deliver their best work, particularly in the context of Russian-language projects. Provide mentorship and guidance to team members, fostering a positive and supportive working environment focused on producing high-quality Russian-language content. Ensure that all intellectual property rights are respected and that team members adhere to the government's policies regarding ownership and usage of creative materials, specifically for content produced in Russian.
Qualifications:
Master’s degree in journalism, public administration, or another relevant field is required. Minimum three years of experience working in the communications field is required. Experience with USAID-funded or other international organization projects and familiarity with USAID communications policies is preferred. Ability to work effectively and harmoniously under pressure in a stressful environment and with partners from different cultural and professional backgrounds is required. Ability to work and travel within Moldova is required. Fluency in Russian, English, and Romanian is required.
