Cultural Arts Division Manager (https://www.cityoftracy.org/home/showdocument?id=19779&t=638751418424993426) - Recruitment Flyer DEFINITION Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing duties related to performing arts, visual arts, and instructional programs and the operations and activities of the Grand Theatre Center for the Arts; supervises program planning, development, and review, box office, and automated ticket sales; develops, implements, and evaluates all programs, services, and activities for the Grand Theatre Center for the Arts; serves as the City's direct liaison for the arts including to the Foundation; and performs related duties, as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from assigned supervisory or management staff. Exercises general direction and supervision over assigned staff through subordinate levels of supervision. CLASS CHARACTERISTICS This is a management classification responsible for planning, organizing, reviewing, and evaluating all operations for the Cultural Arts Division, including overseeing the Grand Theatre Center for the Arts. Responsibilities include developing and implementing policies and procedures for assigned programs, budget administration and reporting, and program evaluation. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. Essential and Marginal Duties EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only) Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. + Plans, manages, and oversees the daily functions, operations, and activities of the Cultural Arts Division, including overseeing the operations of the Grand Theatre Center for the Arts. + Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within division policy, appropriate service and staffing levels; recommends and administers policies and procedures. + Participates in the development, administration, and oversight of division budgets. + Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Assistant City Manager. + Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends discipline to the Assistant City Manager. + Negotiates, prepares, administers and monitors contracts, fees and agreements with artists, contractors and others involved in arts programs and activities. + Administers and monitors the box office and class registration activities, subscription sales, ticketing operations, and patron services issues. + Develops grant and funding sources; seeks and obtains sponsorships for community arts events. + Plans and executes strategic marketing plans and promotional activities for all arts events and programs; prepares press releases, collateral materials, and coordinates media interviews. + Acts as a representative to the Tracy City Center Association, Grand Foundation, Tracy Arts Commission, community groups, private businesses, and others regarding questions, problems, concerns, and activities in the provision of cultural arts program operations, activities, and services. + Oversees the safe operation of all theater equipment and facilities; ensures compliance with applicable building and fire codes and City policies; develops and maintains Occupational Safety and Health Administration (OSHA) and in-house safety standards; maintains and updates annually the Accident and Injury Prevention Program to reflect the federal requirements for stages. + Provides highly complex staff assistance to the assigned Assistant City Manager; prepares and presents staff reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards. + Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate. + Implements adopted cultural arts strategic plans, policies, and standards. + Attends and participates in professional group meetings; stays abreast of new trends and innovations in cultural arts; researches emerging products and enhancements and their applicability to City needs. + Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval. + Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action. + Performs other related duties as assigned. Minimum Qualifications QUALIFICATIONS Knowledge of: + Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and project management. + Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures. + Principles and practices of leadership. + Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility. + Principles, practices and procedures for planning, implementing and managing performing, visual arts, and instructional programs, including scheduling and booking of touring events. + Facility scheduling and management, including box office operations. + Public art program administration and implementation, arts administration, marketing, and fundraising principles, strategies, and techniques. + Methods and techniques for the development of presentations, business correspondence, and information distribution. + Principles and practices of contracts and agreements, contract negotiations, and grants administration. + Principles and practices of public relations techniques. + Effective communication techniques in working with the media, the public, community groups, artists, and others associated with the visual arts. + Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. + Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. + The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. + Modern equipment and communication tools used for business functions and program, project, and task coordination. + Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a bachelor’s degree in visual arts, fine arts, art history, arts administration, theater arts, or related field and five (5) years of increasingly responsible experience in managing and developing arts and cultural programs, theater production, or in a related field. Licenses and Certifications: + Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment. + May be required to complete National Incident Management System (NIMS) Training. Additional Information PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. ENVIRONMENTAL CONDITIONS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. WORKING CONDITIONS N/A DISASTER SERVICE WORKER All City of Tracy employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the City may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
